Approval of the award of bid with Kamminga & Roodvoets, Inc. for the North Highland Avenue Road and Drainage Improvement Project Phase I.

 

                     This project consists of roadway, drainage, and utility improvements. Project limits are North Highland Avenue from Morrow Road to East Lake Road North. The improvements consist of roadway reconstruction and milling and resurfacing of the existing road, construction of a storm sewer system, and upgrades to existing water and sanitary sewer utility lines.

                     Work is expected to be completed within 550 consecutive calendar days.

                     There were three responsive bids received with Kamminga & Roodvoets, Inc. recommended for award as the lowest responsive and responsible bidder in the amount of $2,898,260.50.

                     Phase I of North Highland Avenue Improvements is comprised of two Capital Improvement Program projects, 001333A - North Highland Ave Road and Drainage Improvements Phase I and 001333B - North Highland Avenue Water and Sewer Improvements Phase I.

                     Funding is derived from the Local Infrastructure Sales Tax (Penny for Pinellas) and the Pinellas County Utilities Water and Sewer Renewal and Replacement Funds.

                     Like several other projects recently, the project cost is higher than anticipated due to cost escalations reflective of the current market conditions and is consistent with the recent bid results and latest engineers’ estimates. Additional funding proposals of $383,000 from Penny for Pinellas and $174,000 from Water and Sewer Funds will be included in the FY23 Proposed Capital Plan.

                     The Small Business Enterprise program commitment for this contract is 13%.

 

Contract No. 22-0092-CP(AJM): County PID No. 001333A; in the amount of $2,898,260.50 as the lowest responsive and responsible bid received meeting specifications. All work is expected to be completed within 550 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The proposed North Highland Ave Road & Drainage Improvements Phase I project consists of roadway, drainage, and utility improvements. Project limits are North Highland Ave. from Morrow Road to East Lake Drive. The project will provide increased traffic safety to motorists. The proposed storm sewer system will provide a new outfall to reduce existing flooding of North Highland Ave. and private properties.

The proposed improvements consist of roadway reconstruction and milling & resurfacing of the existing road, construction of a storm sewer system, and upgrades to existing water and sanitary sewer utility lines from Morrow Road to Riverside Ridge Road and milling and resurfacing from Riverside Ridge Road to East Lake Drive.

Background Information:

On August 13, 2021, the Purchasing and Risk Management Division released an invitation to bid with three responsive vendors responding to the bid. Kamminga & Roodvoets, Inc. is recommended for award as the lowest responsive and responsible bidder in the not to exceed amount of $2,898,620.50.

The Public Works Capital Improvement Division identified the need for roadway and drainage improvements within the defined project limits from previous work requests, on-site field inspections, and roadway and drainage CATS items submitted by residents.

 

Fiscal Impact:

 

Phase I of North Highland Avenue Improvements is comprised of two Capital Improvement Program projects, 001333A - North Highland Ave Road & Drainage Improvements Phase I and 001333B - North Highland Avenue Water and Sewer Improvements Phase I. Funding is derived from the Local Infrastructure Sales Tax (Penny for Pinellas), Pinellas County Utilities Water and Sewer Renewal and Replacement Funds. These projects are budgeted under the Capital Improvement Program: Physical Environment, Transportation, Water, and Sewer Functions; Storm Sewer Rehab Projects, Road Resurfacing and Rehabilitation, Water Renewal and Replacement, and Sewer Renewal and Replacement Programs.

 

The funding sources for construction include:

 

Local Infrastructure Sales Tax (Penny for Pinellas:                                           $2,245,878.50

Pinellas County Utilities Water Fund:                                                                                       $137,319.00

Pinellas County Utilities Sewer Fund:                                                                                       $515,063.00

550 - day expenditure not to exceed:                                                                           $2,898,260.50

 

Project 001333A (North Highland Ave Road & Drainage Improvements Phase I) is included in the FY22FY27 Capital Improvement Program 6Year Plan. There is not sufficient funding programmed under this project in the current plan. Public Works is requesting additional funding through a change order request during FY23 budget development.

 

Project 001333B (North Highland Avenue Water and Sewer Improvements Phase I) is included in the FY22FY27 Capital Improvement Program 6Year Plan. There is not sufficient funding programmed under this project in the current plan. Utilities is requesting this project as part of the FY23 budget development process.
