Approval of the award of bid with Thatcher Chemical of Florida, Inc. for aluminum sulfate-liquid, a Tampa Bay Area Cooperative (Cooperative) contract.

 

                     This is a five-year Cooperative agreement for aluminum sulfate-liquid, administered by the Pinellas County Purchasing and Risk Management Division  to be Utilized by the Utilities Department, the Department of Public Works, the Cities of St. Petersburg and Tarpon Springs, and Hillsborough County on an as needed basis.

                     Aluminum sulfate-liquid is used for nutrient removal during the wastewater and stormwater treatment processes.

                     Award of bid to Thatcher Chemical of Florida, Inc. for aluminum sulfate-liquid in the amount of $4,732,800.00 for the County and $2,395,980.00 for Hillsborough County, the Cities of Tarpon Springs and St. Petersburg; for a total combined bid amount of $7,128,780.00.

                     Cooperative participants Hillsborough County, the Cities of Tarpon Springs and St. Petersburg are responsible for issuance of their own award and funding.

                     The bid process resulted in two bidders with the recommendation of award to Thatcher Chemical of Florida, Inc. as the lowest responsive and responsible bidder.

                     Proposed contract to replace contract no.167-0128-B(LN) aluminum sulfate-liquid (Cooperative) with Chemtrade Chemicals US, LLC which will expire on June16, 2022.

 

Contract No. 22-0025-B-BW estimated County annual expenditure of $946,560.00 with a five-year expenditure not to exceed $4,732,800.00 on the basis of the lowest responsive and responsible bid received meeting specifications; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

This Cooperative contract is for Aluminum Sulfate-Liquid (17% Ah03 Dry Basis), commercial quality, to be ordered as needed by the Utilities Department Wastewater plant and the Department of Public Works.

This will be a five (5) year contract with provision for annual price adjustments based on the Producer Price Index (PPI) for Chemical Manufacturing.

Background Information:

On September 28, 2021, the Purchasing and Risk Management Division, on behalf of the Cooperative released an invitation to bid to establish a contract for Aluminum Sulfate-Liquid to be ordered, as needed, for treatment processes in the Water and Wastewater Plants to achieve regulatory phosphorous requirements.

The Department of Public Works utilizes alum during maintenance of various stormwater structures/ponds to reduce nutrients prior to discharge back into the environment.

This Cooperative contract is for an estimated 960,000 gallons for the County and 486,000 gallons for the Cities of St. Petersburg, Tarpon Springs, and Hillsborough County.

Contract to replace Contract No.167-0128-B(LN) aluminum sulfate-liquid with Chemtrade Chemicals US, LLC, which will expire on June16, 2022.

 

Fiscal Impact:

Estimated County sixty-month expenditure not-to-exceed:                     $  4,732,800.00

 

Estimated County average annual expenditure is:                                          $      946,560.00

 

Funding is derived from department operating budgets. Cooperative participants are responsible for their own funding.
