Approval for the Director of Safety & Emergency Services (SES) to electronically submit the attestation to accept $198,570.00 in Coronavirus Aid, Relief, and Economic Security Act funding.

 

                     On September 29, 2021, the Department of Health and Human Services announced $25.5 billion in additional funding.

                     The application was submitted on-line on October 25, 2021.

                     SES received a distribution on January 26,2022, in the amount of $198,570.00 from the Phase 4 funding distribution.

                     All providers who attest to receipt of a payment and acceptance of the Terms & Conditions or who retain payments for more than 90 days are deemed to have accepted the Terms & Conditions.

Summary:

On September 29, 2021, the Department of Health and Human Services (HHS) announced $25.5 billion in additional funding. Pinellas County Safety & Emergency Services (SES) received a distribution on January 26, 2022, in the amount of $198,570 from this distribution to support healthcare-related expenses or lost revenue attributable to COVID-19. The formula utilized to provide for the Phase 4 funding consisted of two components:

1) Base Payments: Approximately 75% of the funding was allocated to providers based on their reported changes in revenues and expenses for the period from July 1, 2020, to March 31, 2021. Smaller and medium-sized providers (based on annual net patient care revenues) received relatively higher percentages of their changes in revenues and expenses from this period.

2) Bonus Payments: Approximately 25% of the funding was used to make bonus payments to providers based on the provider’s level of participation in Medicaid, the Children’s Health Insurance Program (CHIP), and Medicare.

 

Background/Explanation:

On April 17, 2020, SES received $1,605,741 out of the Phase 1 General Distribution funding to eligible providers who billed Medicare fee-for-service in order to provide financial relief during the coronavirus (COVID-19) pandemic. These funds were allocated proportional to providers' share of annual patient revenue (see Legistar ID # 20-743A). SES did not receive funding from the Phase 2 distribution. On October 1, 2020, HHS announced $20 billion in additional funding (Phase 3). On December 16, 2020, SES received a distribution in the amount of $292,923 from this funding (see Legistar ID # 20-1185D). Although SES provided the information requested by HHS on an application form, the most recent funding in the amount of $198,570 was unexpected.

 

Fiscal Impact:

FY22 revenue of $198,570 to the Emergency Medical Services (EMS) Fund. This revenue was not included in the FY22 adopted budget.

 

Delegated Authority:

Authority for the County Administrator to delegate to the Director of Safety and Emergency Services the authority to electronically approve this item is granted under Pinellas County Code Section 2-62 (a)(1).
