Approval of the First Amendment to the Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation for the design and construction of new taxiways at the Airco site at the St. Pete-Clearwater International Airport (PIE).
• The Airco site is approximately 130 acres in size and is located adjacent to PIE’s airfield and consists of aeronautical and non-aeronautical sections.
• The first PTGA for this project was addressed in Granicus # 21-110D and was approved by the County Administrator in April 2021. The initial PTGA was for $200,000.00.
• The amount of this amendment is for $2,000,000.00. The $2,200,000.00 will be used to design and construct two taxiways to serve as connectivity between Airco and PIE’s airfield.
• The $200,000.00 in the first PTGA is being used for the design of the two taxiways and the additional $2,000,000.00 will be used on the construction of the taxiways.
• The expiration date of the two PTGAs is June 25, 2025.
• Funding for this amendment is consistent with the Fiscal Year 2022 approved Budget.

The PTGA will assist PIE in funding the design and construction of two taxiways that will provide future aeronautical tenants the ability to connect directly to the airfield from the Airco property.

Background Information:
To further develop the Airco site, PIE must provide aeronautical tenants the ability to use the airfield. Currently, the Airco property sits separately from PIE’s airfield and there is no connectivity.
Airco used to have a municipal golf course on its property, and it closed in 2011.
An Environmental Assessment was performed on the property and approved by the Federal Aviation Administration (FAA) in February 2020.
Fiscal Impact:
Funding for this amendment is consistent with the FY22 Approved Budget. The scope of this project has since been amended to eliminate the construction of Taxiway J. This revision in scope is estimated to reduce the project’s budget by approximately $3.6M.
The cost reduction will be reflected in the project’s budget as part of the FY23 budget development cycle.
