Approval of the Municipal Services Taxing Unit special projects funding request made by the East Lake Community Library (ELCL) for the purchase and installation of an outdoor aluminum storage shed to replace two wooden sheds that have exceeded their service life.

 

                     This project will allow the ELCL to replace two older wooden sheds. These wooden sheds are not air-conditioned and have deteriorated to the point that numerous items stored in them need to be discarded due to evidence of mold and mildew.

                     The ELCL is one of the smallest (size wise) libraries in the County, yet, as a community center, it has been serving approximately 60,000 residents of unincorporated north Pinellas with library services and other innovative programming since 1999.

                     Funding this request will bring added value and serviceability to this County owned facility.

                     The project funding request is in an amount not to exceed $20,000.00. Costs exceeding the maximum award will be paid for by the ELCL by donations and/or utilizing capitalized expenditure funds set aside in their annual budget.

Summary:

Summary

Municipal Services Taxing Unit (MSTU) special projects Fiscal Year 2022 funding request for the East Lake Community Library (ELCL); a non-profit organization under the auspice of the Palm Harbor Community Services Agency Inc. East Lake Community Library aspires to be the center of information and discovery in the community through inspiration, enrichment, and education.
The two existing wooden sheds will be demolished and removed from the premises and replaced with one large aluminum shed (approx. 12' x 30') anchored to the existing cement slab on the southeast portion of the property. Once the shed is installed and permitting is completed, an electrical contractor along with Duke Energy will install electrical connections to allow for lighting, air-conditioning, fans, etc. to enhance the functionality of the shed as well as better preserve all the items stored there. The new shed will have double-doors, windows, and a ramp for easy access. To maximize space and prevent clutter, organizational components such as tiered shelving, wall hooks, bin storage units, etc. will also be purchased and space allotted for the various departments and support groups.  This structure would come with a twenty-year warranty and can sustain winds up to 180 mph.

 

Once the new aluminum shed is in place, the ELCL will partner with the Friends of the Library group to add sunshades or a canopy structure over the remainder of the cement slab to create an outdoor venue for special events; the shed can then house program components such as portable outdoor seating, tables, etc. for classes and workshops, thereby expanding its purpose beyond simply a storage shed. The new shed will be both functional and attractive and will serve many purposes, giving the library greater flexibility with its donations, program supplies, etc., thereby fostering continued economic growth.

Background Information:

The MSTU Special Projects Funding opportunity was created by the Board of County Commissioners for the purpose of supporting projects that enhance community and neighborhood opportunities in unincorporated areas of Pinellas County. These MSTU Special Projects Awards are intended to support culture, recreation, and community engagement opportunities for residents in unincorporated areas that are comparable to those opportunities which municipalities typically provide to their residents.

Fiscal Impact:

The request for funding in the amount of $20,000.00 is a one-time expenditure of MSTU Special Projects funds. Funding is appropriated and available in the FY22 Adopted Budget. The cost of the entire project will exceed the maximum MSTU award amount. Costs exceeding the maximum award will be paid for by ELCL, utilizing donations and/or capitalized expenditure funds set aside in their annual budget.
