Approval and execution by the County Administrator of the First Amendment to the Subrecipient grant agreement with the Florida Gulf Consortium for funding of the Resources and Ecosystems Sustainability, Tourist Opportunities and Revived Economies of the Gulf Coast States (RESTORE) Act and the State of Florida State Expenditure Plan 16-1 for Lake Seminole Sediment Removal and Restoration.

 

                     The Board of County Commissioners and the Florida Gulf Consortium entered into Subrecipient Agreement on January 31, 2020 for Project 16.1 for Lake Seminole Sediment Removal and Restoration.

                     The First Amendment incorporates modifications based upon a recent administrative monitoring audit of the Gulf Consortium, which include:

o                     Adds text pertaining to the Budget Period (Paragraph 5);

o                     Amends (Paragraph 8) the total award amount to match the federal funding obligation of $1,160,000.00;

o                     Replaces existing language in Section 11(C) regarding County audit procedures; and

o                     Replaces existing language in Section 12(C) requiring written approval of the Gulf Consortium for subcontracting any project work by the County.

                     There are no financial changes with the audit required agreement revisions.

Summary:

This Amendment is requested based on a recent administrative monitoring audit of the Gulf Consortium.  The Amendment adds text pertaining to the Budget Period (Paragraph 5).  The Total Amount of Federal Award Subject to the Agreement (Paragraph 8) of the cover page of the Agreement was also modified, the previous amount of $1,237,121.00 is now the same as the amount of federal funding obligated to the County, which is $1,160,000.00. This Amendment also replaces existing language in Section 11(C) regarding County audit procedures and/or corrective actions, and Section 12(C) requiring written approval from the Gulf Consortium for subcontracting of any project work by the County.  The County will remain the responsible party for any subcontractor monitoring and compliance. 

 

Background/Explanation:

On January 31, 2020 the County and Florida Gulf Consortium entered into Subrecipient Agreement No. 200091161.01 providing for Federal RESTORE Act Spill Component funds to complete Florida State Expenditure Plan Project No.16-1. 

This agreement funded dredging of approximately 100,000 cubic yards from Lake Seminole as part of the overall dredging project. The goal of the project is to improve water quality and ecological conditions in the lake; reduce downstream nutrient loads to Boca Ciega Bay; and increase seagrass coverage in Long Bayou and Boca Ciega Bay by improving estuarine water clarity. The dredging component, and subsequent reimbursement, were completed in 2020. Additionally, this agreement will fund post-dredging monitoring efforts on Lake Seminole through 2025.
