Approval and execution by the County Administrator of Change Order 2 (final) to the Agreement with Pepper Contracting Services, Inc. for Forest Lakes Boulevard Phase II - West of Pine Avenue to West Race Track Road (Corridor).

 

                     The purpose of this project was to add capacity to the Corridor with the widening/reconstruction of Forest Lakes Boulevard, from west of Pine Avenue to Racetrack Road, improving a two-lane divided suburban roadway to a divided four-lane suburban typical section.

                     Change Order No. 2 (final) decreases the contract amount by ($1,113,631.74) resulting from the difference between original estimated and final quantities used and the balance of unspecified work not used.

                     The project required a 51-day extension for a total revised contract duration of 1,029 consecutive calendar days; liquidated damages do not apply.

                     The project was awarded by the Board of County Commissioners (Board) on October 9, 2018 in the amount of $12,025,336.10. Change Order No. 1 was issued by the Board on May 5, 2020 which increased the contract amount by $4,105,371.00 and extended the contract duration by 70 consecutive calendar days.

 

Contract No.178-0423-CP(AJM); PID No. 002110AA; decreases the contract amount by ($1,113,631.74) for a revised total amount of $15,017,075.36; agreement term increases by 51 consecutive calendar days for a revised total duration of 1029 consecutive calendar days.

Summary:

The purpose of this project was to add capacity to the Corridor with the widening/reconstruction of Forest Lakes Boulevard, from west of Pine Avenue to Racetrack Road, improving a two-lane divided suburban roadway to a divided four-lane suburban typical section. Construction activities included roadside drainage, new drainage pipes, underdrain, signing and pavement markings, signals, intelligent transportation systems, lighting, paved bicycle lanes, sidewalks, and pedestrian features. All work was completed within the existing right-of-way including mast arms and pedestrian signals at Pine Avenue and Brooker Creek Boulevard.

The project also included a Joint Project Agreement with the City of Oldsmar for water, sewer, reclaimed water, and fiber optic communication line relocations.

 

Background/Explanation:

The project was awarded by the Board of County Commissioners (Board) on October 9, 2018 in the amount of $12,025,336.10. Change Order No. 1 was issued by the Board on May 5, 2020 which increased the contract amount by $4,105,371.00 and extended the contract duration by 70 consecutive calendar days. Substantial completion was completed on May 24, 2021 with final completion achieved on November 18, 2021. Liquidated damages do not apply as the additional days added to the project duration were to complete final inspections and testing, address punch list items, receipt of certified as-builts, final approval from permitting agencies, and engineer of record review and approval.  Final inspection for all work performed under the contract was conducted by representatives of the Public Works Construction Management Division.

Pinellas County Public Works Transportation Division, in conjunction with Forward Pinellas, identified the need for capacity improvements within the Forest Lakes Boulevard (CR 667) corridor from west of Pine Avenue to Racetrack Road, including widening/reconstruction of the existing two lane to a four-lane roadway. The new section is consistent with the adjacent section, which is located to the west and extends from Pine Avenue to Tampa Road. This corridor is considered a bi-County regional facility and is an emergency evacuation route.

 

Fiscal Impact:

Funding is derived from the Local Option Infrastructure Sales Surtax (Penny for Pinellas) in the amount of $12,602,599.36, partial grant funding from the Florida Department of Transportation (FDOT) through a County Incentive Grant Program agreement in the amount of $1,953,091.00, and funding from the City of Oldsmar in the amount of $461,385.00 for their portion of utility relocation work.

 

Delegated Authority:

Authority for the County Administrator to approve and execute this Change Order is granted under Code Section 2-62 (a)(3).
