Approval and execution by the County Administrator of two Tangible Personal Property Reports, as required by the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA), for closeout of the Health Center Coronavirus Aid, Relief, and Economic Security (CARES) Act Funding and Fiscal Year 2020 Expanding Capacity for Coronavirus Testing (ECT) grants.
• The HRSA CARES Act grant provided $626,255 for a one-year period starting April 1, 2020 through March 30, 2021 and further extended by a No Cost Extension through October 31, 2021.
• CARES Act funding was utilized to support the Florida Department of Health for additional clinical staffing and supplies to support Covid response, additional mental health, and substance use services. Equipment purchased under this grant over $5,000.00 included the acquisition of five Clorox Sanitizing machines that were distributed to homeless shelters where the mobile medical van visits.
• The HRSA ECT grant provided $142,609 for a one-year period starting May 1, 2020 through April 30, 2021 and further extended by a No Cost Extension through October 31, 2021.
• ECT funding was utilized to support the testing and vaccination efforts of the health center through the Florida Department of Health in Pinellas. No equipment over $5,000.00 was purchased under this grant.

Summary:
The grantee, Pinellas County Board of County Commissioners, is required to submit the SF-428 Tangible Personal Property Reports to close out the grant awards.
Background/Explanation:
CARES ACT funding was awarded to provide flexibility to support the detection of coronavirus and/or the prevention, diagnosis, and treatment of COVID-19, including maintaining or increasing health center capacity and staffing levels during a coronavirus-related public health emergency. Funding may support a wide range of in-scope activities, including but not limited to: ensuring patient and health center personnel safety and otherwise minimize COVID-19 exposure within the health center and in other locations where the health center personnel are delivering in-scope services on behalf of the health center and to address emergent COVID-19 issues to meet the health needs of the population served by the health center.
ECT funding was awarded in 2020 to support a wide range of testing and testing-related in-scope activities that may change as COVID-19 needs evolve within the community, including but not limited to: maintaining and increasing health center capacity and personnel levels to support coronavirus testing; development of testing plans for both active infection and prior exposure; procurement and distribution of tests and more.
