Recommended Action

Approval of the Joint Project Agreement (JPA) with the City of Tarpon Springs (City) for development of the Klosterman Bayou Watershed Management Plan.

 

                     The County has secured 50% ($150,000.00) of anticipated project costs from the Southwest Florida Water Management District.

                     The County and City will share remaining project costs of $150,000.00, with an 89.29% ($133,935.00) County share and a 10.71% ($16,065.00) City share.

                     The County has retained Applied Sciences Consulting, Inc. to perform services under a Request for Proposal (190-0353-NC) for development, evaluation, and assessment services.

                     This will be the first full effort to model and analyze the Watershed. 

 

County PID No. 004375A; estimated shared cost of the project is $300,000.00.  Authorize the Chairman to sign and the Clerk of the Circuit Court to attest. Section 6.1 of the JPA requires it to be recorded with the County.

Summary:

Summary

The JPA provides a cost sharing arrangement with the City in the amount of $16,065.00.  This is a 10.71% share of the project costs for professional engineering services to be rendered by the County’s consultant, Applied Sciences, Inc. for development of the WMP.  The City is agreeable to contributing to the project cost based on the City’s jurisdictional acreage of .87 within the watershed.  The County share is 89.29% equaling $133,935.00.  The WMP is a critical resource to both parties, and will establish best management practices enhancing floodplain management, stormwater flow, and water quality within the watershed.

Through this JPA, the County and City mutually agree that it is economically beneficial to have the County’s consultant perform all design work as part of the overall project.  The attached JPA provides the funding mechanism for the City to pay the County for design activities, and further identifies both the County’s and City’s responsibilities throughout the duration of the project.  This JPA will result in cost savings to both the County and City.

Background Information:

There has previously been no formal WMP for Klosterman Bayou.  This will be the first full effort to model and analyze the Watershed.  The Study will primarily be focused on water quality, flood control and natural systems improvement projects. The WMP will also consider future scenarios by incorporating sea level rise (SLR) and climate change as it relates to rainfall patterns (changes in depth, duration, intensity), as part of the County’s resiliency planning efforts. This Plan will be used as a tool in the planning, regulation, and management of watersheds for future development and for determining and prioritizing capital improvement projects. The WMP will be developed in general accordance with SWFWMD and Federal Emergency Management Agency (FEMA) guidelines, specifications and requirements.

An RFP was solicited and consultant, Applied Sciences Consulting, Inc., was identified as the number one ranked firm.  Staff negotiated a fee of $349,946.00, including contingency funds, to perform the services was approved by the Board of County Commissioners on August 10, 2021.

The costing of this project is as follows:

The FY22 Tentative Budget includes $200,000 in operating costs for this management plan (County) and it is budgeted in Watershed Planning cost center of Public Works Department within the Surface Water Assessment Fund. The remainder of the funding will be requested during the FY23 Budget Development process.
