Approval of the award of bid to Rowland Inc. for annual sanitary sewer repairs and extensions for Fiscal Years 2022-2024.

 

                     The purpose of this contract is for the repair, rehabilitation, and replacement of sanitary sewer pipes, manholes and appurtenances at various locations throughout the County, with provisions for emergency repairs on an as needed basis.

                     This work order contract is necessary to construct individual projects that are typically smaller in cost and are more efficiently managed through a work-order type contract rather than advertising and bidding each small project or repair individually.

                     Two bids were received with award recommendation to Rowland, Inc. as the lowest responsive, responsible bidder in the amount of $9,266,242.25 for two years with an estimated annual expenditure of $4,633,121.12 per year.

                     All work is expected to be completed within 730 consecutive calendar days.

                     A Small Business Enterprise commitment of 8% has been established for this contract.

 

Contract No. 21-0637-CP (PID No. 001272D), in the amount of $9,266,242.25 for 730 consecutive calendar days, on the basis of the lowest responsive, responsible bid received meeting specifications; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The purpose of this project is for the repair, rehabilitation, and replacement of sanitary sewer pipes, manholes and appurtenances at various locations throughout the County. This work order contract is necessary to construct individual projects that are typically smaller in cost and are more efficiently managed through a work-order type contract rather than advertising and bidding each small project or repair individually. This approach reduces the overall construction timeframe and provides cost-benefits to the County by grouping numerous small projects under a work order type contract. It also provides the flexibility to address unanticipated infrastructure needs (i.e., emergency failures), and provides the ability to quickly mitigate inflow and infiltration (I&I) and sanitary sewer overflow (SSO) occurrences.

Work pertaining to this contract includes all services and materials required to repair, rehabilitate and/or replace sanitary sewer gravity and force main pipes, including but not limited to directional drilling, excavation, pipe installation, installation of valves and valve boxes, manholes and cleanout installations, restoration of roadway, bypass pumping and tankering of sewage.

Funding is derived through various Capital Improvement Program (CIP) budgets and/or operating budgets per individually assigned work orders on a multiple work order basis.
