Approval and execution by the County Administrator of Amendments to the Department of Justice (DOJ), Office on Violence Against Women (OVW) Improving Criminal Justice Responses (ICJR) Grant Agreements with the Pinellas County Sheriff's Office (PCSO), Community Action Stops Abuse, Inc. (CASA), and Hope Villages of America, Inc. (HVA, formerly RCS Pinellas), to extend the grant project period term 12 months through an approved No-Cost Extension.
• The DOJ/OVW approved the requested 12-month No Cost Extension on September 2, 2021.
• The extension enables the contracted partners to complete activities towards the grant project goals that were impacted due to COVID-19 during the project period.
• There are no financial impacts to the agreements as a result of the extended project period.

Summary:
Amendments to the three (3) grant funding agreements with CASA, PCSO, and HVA to extend the grant project period 12 months from September 30, 2021 to September 30, 2022.
Background/Explanation:
In 2018, the County received a three-year federal grant in the amount of $864,210.00 for the Pinellas Criminal Domestic Battery Improvement Response Program. The County, in collaboration with the Sixth Judicial Circuit, and a network of local agencies, offers participation in a Batterers Intervention program to offenders, and legal support and other support services to survivors of domestic violence and their families. Services include advocacy, shelter, transportation to court, and other support for domestic violence survivors.
The onset of the COVID-19 pandemic directly impacted the delivery of services under this project. The jail closed all volunteer/practitioner facilitated classes on March 13, 2020, greatly impacting our ability to deliver Batterer’s Intervention Program services. As of August 1, 2021, the jail has not re-opened for vendors. The no-cost extension will allow services to continue for an additional year, and the program partners have made adjustments that allow for the Batterer's Intervention program/classes to be held outside of the jail while the jail remains closed, and resume inside the jail when re-opened.
Fiscal Impact:
The time-only, no-cost extension allows for the continued service delivery utilizing unspent grant funding. The anticipated remaining funds for the extended project period is $407,416.00, which includes $20,100.00 to the County to offset administrative costs. Appropriation to support these agreements is not consistent with the development of the Human Services FY22 adopted budget. A budget amendment will be brought forward separately if needed.
