Recommended Action

Approval of the award of bid and execution of agreement with American Empire Builders, Inc. for the Oakwood Drive Bridge Replacement project.

 

                     This project consists of the removal of the existing bridge over Stephanie’s Channel and construction of a new bridge. The bridge work will be performed in phases to allow vehicular passage during construction as this is the sole access point to the island. The project also includes utility, sidewalk, and storm drainage construction.

                     Work is expected to be completed within 460 consecutive calendar days.

                     Two bids were received with American Empire Builders, Inc. as the lowest responsive and responsible bidder in the amount of $3,333,215.61.

                     The Small Business Enterprise program commitment for this contract is 10%.

 

Contract No. 21-0708-CP(AJM): PID No. 001035A; in the amount of $3,333,215.61 with a duration of 460 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:


A structural evaluation was performed on the existing bridge which indicated a low sufficiency rating for the bridge. Upon additional evaluation, it was found that the structure was exhibiting cracking and delamination due to corrosion. There is also no record as to the depth of the piling supporting the structure. For these reasons, the structure was programmed for replacement.

Funding sources for this project include:

 

Infrastructure Sales Tax (Penny for Pinellas):                     $3,037,907.04

Pinellas County Utilities:                                                                                    $295,308.57

Expenditure not to exceed:                                                                                    $3,333,215.61

 

Funding for this project is derived from the Capital Improvement Program, Transportation Function as 001035A Oakwood Drive over Stephanie’s Channel Bridge Reconstruction/Replacement. The water and sewer adjustments are budgeted under the Capital Improvement Program, Physical Environment (Utilities) Function as 001035B Oakwood Dr. Bridge Replacement Utility Relocations.
