• The purpose of this project is to resurface approximately eight-five lane miles of arterial, collector, and local roadways within the County on an individual work order basis.
• Work is expected to be completed within 821 consecutive calendar days.
• There were three bids received with Hubbard Construction Company recommended for award as the lowest responsive and responsible bidder in the amount of $18,149,601.00.
• The Small Business Enterprise program commitment for this contract is 13%.
Contract No. 21-0651-CP(AJM): PID No. 004936A; in the amount of $18,149,601.00 on basis of being the lowest responsive and responsible bid received meeting specifications. All work is expected to be completed within 821 consecutive calendar days. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary
The purpose of this project is to resurface approximately eight-five (85) lane miles of arterial, collector, and local roadways within the County. This contract will also be used for resurfacing some Municipal Services Taxing Unit (MSTU) roadways, and park and recreation roads. Individual projects will be facilitated via a work
order process. A project location map is included as an attachment to illustrate proposed pavement locations.

Background Information:
On August 13, 2021, the Purchasing and Risk Management Division released an invitation to bid with three (3) vendors responding to the bid. Hubbard Construction Company is recommended for award as the lowest responsive and responsible bidder in the amount of $18,149,601.00.
The County has an ongoing pavement condition assessment and rehabilitation program for approximately 1,189 lane miles of roadways. The condition of the County’s roadway network is evaluated annually using the Army Corps of Engineer’s PAVER 7.0 Pavement Management System. The PAVER system provides a pavement condition index (PCI) that Public Works utilizes to establish annual priorities for the pavement preservation program. This list of projects is evaluated and prioritized by staff using the PCI for roadway and field assessments. These priorities are then formalized and issued to the contractor as individual work orders for construction. Individual work orders consist of milling, resurfacing, and application of pavement markings along prioritized arterial, collector, and local roadways throughout the County.

821 - day expenditure not to exceed: $18,149,601.00
Funding for this contract is derived from the Local Infrastructure Sales Tax (Penny for Pinellas IV).
