Approval and execution by the County Administrator of Change Order No. 1 (final) with McBurney Company for the Force Main Air Release Valve Replacement project - 54th Avenue, St. Petersburg.

 

                     The County has initiated a program to replace air release valves (ARVs) discovered to be inactive or in poor operating condition on wastewater force mains.

                     Change Order No. 1 (final) quantities have been tabulated resulting in a net decrease of ($79,772.04) for a final total contract amount of $861,353.20.  This is the difference between original estimated and final quantities used and the balance of unspecified work not used.

                     There is no change to the agreement term as part of the change order.  The project was completed on time.

                     This contract was awarded by the Board of County Commissioners on June 23, 2021 in the amount of $941,125.24.

Summary:

The purpose of this project was to remove and replace six (6) existing air release valve (ARV) assemblies from below-grade manholes and install as above-grade ARV assemblies at six (6) locations along 54th Avenue North in St. Petersburg. Work included demolition of existing concrete ARV manholes, excavation of necessary pavement and sidewalk, structural fill, or back fill materials, vactor truck tankering, installation of proposed systems, tapping sleeves, line stops, ARV assemblies, concrete bollards, maintenance of traffic (MOT), and site restoration.

This project was substantially complete on June 23, 2021 and obtained final completion on July 20, 2021. The project was completed on time and therefore liquidated damages do not apply.  Final inspections of the project for all work under the contract were conducted by representatives of the Public Works Construction Management Division. All work has been completed in accordance with the construction contract documents. All as-built documents, and project deliverables have been received. The County has received beneficial use of the installed assets and resumed maintenance and operation. Equipment manuals and manufacturer warranties have been delivered. Clean-up and restoration of the road, right-of-way, and private property is complete and to the satisfaction of permitting agencies and property owners.

 

Background/Explanation:

The County initiated a program to replace air release valves (ARVs) discovered to be inactive or in poor operating condition on its wastewater force mains. The County engaged engineering consultants to review ARVs that were determined to be the most critically in need of replacement. The consultants provided recommendations to repair/replace the ARVs, and new ARV Standard Details were developed with the intent of moving ARVs out of roadways (offsetting) and locating them above grade for ease of maintenance. The six (6) ARV locations within the 54th Avenue North project area were evaluated, and replacement ARVs were designed adhering to the County’s new ARV Standard Details as much as possible or practical.

This contract was awarded by the Board of County Commissioners on June 23, 2021 in the amount of $941,125.24.

Funding for this project was derived from the Sewer Renewal & Replacement Fund of the Capital Improvement Program.
