Summary

The overall objective is to prepare a preliminary engineering report (PER) with option for final design of the improvements that will include plans, specifications, supporting engineering analysis, calculations, and other technical documents. The PER will include an evaluation of existing conditions, Geotechnical Evaluation, Traffic Data Collection and Analysis, Safety Analysis, along with review of impacts including Utilities and Railroad, Cost, Roadway Engineering, and Drainage Analysis. The PER will consider the County’s five factors: Alternative Routes and Design Concept, Safety/Utilities, Environmental, Cost, and Long-Range Transportation Plan (LRTP) Consistency.

Final Design is not included in this scope of services. Upon completion of PER, if the County decides to proceed to the final design phase, an amendment to the contract will be considered.

Background Information:

A Request for Qualifications (RFQ) to comply with CCNA, per Florida Statute 287.055, was released on November 6, 2020; the negotiation and scoping process concluded October 6, 2021.

A total not to exceed amount of $458,963.71 is recommended for award to WSP USA, Inc., for the described services associated with the Forest Lakes Boulevard Phase III from SR 580 to Tampa Road Preliminary Engineering Report.

A contingency amount of $100,000.00 is also included for unforeseen circumstances that may arise during development of the project and will only be used at the discretion and approval of the County. Unforeseen additional work could result from initial geotechnical investigation, initial stormwater and water quality investigation for the project, etc. The contingency will also allow the County to start with the final design stage, if decided to do so, while working on amending the contract. This will allow for minimizing the time gap between the PER and final design phases.
