Approval of the ranking of firms and agreement with Pennoni Associates, Inc. (Pennoni) for preliminary engineering, planning, and environmental services pertaining to the 54th Avenue North Complete Streets Project.

 

                     This contract is for engineering services to develop the preliminary engineering report (PER) for safety and related improvements for 54th Avenue North from 49th Street North to 34th Street North.

                     The PER will document information necessary for the County to determine a preferred alternative with the community before moving to final design.

                     The award is recommended to the number one ranked firm Pennoni in the negotiated amount of $538,603.86 per the Consultants Competitive Negotiation Act.

                     The PER award for this project contains an overall small business enterprise commitment of 1.64% or $8,814.00. If Pennoni continues with the design phase of this project, they will be able to incorporate additional Small Business Enterprise utilization.

 

Contract No. 190-0068-NC (SS), in the amount of $538,603.86 for 365 consecutive calendar days from the notice to proceed date. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

The overall objective is to address safety concerns and complete streets needs for the Lealman community for 54th Avenue North from 49th Street North to 34th Street North. A PER will be prepared with an option for final design of the improvements which will include plans, specifications, supporting engineering analysis, calculations, and other technical documents.  The PER will document information necessary for the County to reach a decision on the preferred alternative that will meet the goals of the project with consideration of the following five (5) factors: Alternate Routes, Safety/Utilities, Environmental, Cost, and Long-Range Transportation Plan (LRTP) consistency.  Final design is not included in this scope of services. Upon completion of PER, if the County decides to proceed to the final design phase, an amendment to the Agreement will be considered.

Background Information:

The 54th Avenue North Complete Streets Concept Plan was completed in June 2018. The purpose of this plan was to identify preferred conceptual plans to review further with a next phase. The PER will include traffic and safety analysis to review the feasibility of each of the action and no action alternatives developed in the Complete Streets Concept Study and recommend a design that can be constructed.

A contingency amount of $100,000.00 is included in the award amount for minor unforeseen circumstances that may arise during development of the project and will only be used at the discretion and approval of the County.

 

A Request for Qualifications (RFQ) to comply with CCNA, per Florida Statute 287.055, was released on November 20, 2019; the negotiation and scoping process concluded May 13, 2021.

Fiscal Impact:

The funding source for the County’s portion will be derived from the Local Infrastructure Sales Tax (Penny for Pinellas IV):
