Ratify, confirm, and enter into the minutes the approval by the County Administrator of the Cooperative Agreement with the Federal Highway Administration (FHWA) for the Advanced Transportation and Congestion Management Technologies Deployment (ATCMTD) program for the Pinellas Connected Community Project.

 

                     Grant funding supporting the Pinellas Connected Community project to deploy innovative transportation technologies along U.S. Highway 19 and State Road 60 (Gulf to Bay Blvd) corridors.

                     The County Administrator signed the agreement on September 27, 2021, through Granicus item 21-1194D in order to meet an updated FHWA deadline.

                     Total estimated Federal and Non-Federal obligation is $10,911,880.00 for design, build, operations, and maintenance phase services. Federal funding, through this Cooperative Agreement is 42% ($4,622,880.00).

                     Non-Federal match is 58% ($6,289,000.00), funded by the Ninth-Cent Fuel Tax and Florida Department of Transportation grant dollars.

Summary:

Summary

This Cooperative Agreement will provide funding for the County to build an advanced transportation network along the US 19 and SR 60 corridors. The Pinellas Connected Community project will expand on the current advanced transportation management system/intelligent transportation system (ATMS/ITS) platforms within the County’s transportation network.  The effort will collect, disseminate, and use real time data to improve the mobility of citizens, tourists, and travelers, reduce congestion, and provide for more efficient and accessible transportation across the region.

 

The County Administrator signed the grant agreement on behalf of the Board of County Commissioners to allow the County to meet the deadline request of September 28, 2021, under Legistar Item 21-1194D because the FHWA had already executed.Body

 

Background Information:

The FHWA division of the U.S. Department of Transportation (DOT) established the ATCMTD program to develop model deployment sites for large scale installation and operation of advanced transportation technologies to improve safety, efficiency, system performance and infrastructure return on investment.

The Pinellas Connected Community Project will involve the installation of connected vehicle devices and technologies within the County's existing infrastructure, which will collect, disseminate, and use real time transportation-related information that will be used to improve the mobility of citizens, tourists, and travelers, reduce congestion, and provide for more efficient and accessible transportation.

The project is a collaborative effort between Pinellas County Department of Public Works, Florida Department of Transportation (FDOT), City of Clearwater, City of St. Petersburg, Pinellas Suncoast Transit Authority (PSTA), and Forward Pinellas. The project is divided into two phases; the first phase is the Design/Build phase, the second phase is Operations and Maintenance of the system.

 

Fiscal Impact:

Pinellas County ATCMTD Connected Community Project, 004974A, is included in the Capital Improvement Program 6-Year Plan, under the Transportation Function, Advanced Traffic Management System program. Funding for project 004974A will primarily be provided through this grant with FHWA and a portion of project funding will be provided through Ninth-Cent Fuel Tax. The Total estimated Federal and Non-Federal obligation is $10,911,880.00 for design, build, operations, and maintenance phase services. Federal funding awarded is $4,622,880.00 (42%). Non-Federal match is $6,289,000.00 (58%). The minimum Federal/Non-Federal cost share requirement is 50%. Federal funding will be used entirely on completing project 004974A. The Non-Federal match is a 50/50 cost share between the State (Florida Department of Transportation) and the County. The State will provide grant funding for their obligation and the County obligation will be funded by Ninth-Cent Fuel Tax. Fiscal Year 2021 grant funds must be obligated by September 30, 2024. Match projects listed below are included in the Capital Improvement Program 6-Year Plan, under the Transportation Function, Advanced Traffic Management System program. Non-Federal match to come from the following projects::
