Approval and execution of agreement by the County Administrator of the partial award of bid to Yellowstone Landscape - Southeast, LLC dba Yellowstone Landscape (Yellowstone Landscape).
• This request is for the partial award of bid for the following seven (7) locations for routine landscape maintenance, including edging; weeding; tree, shrub and palm pruning and mulching; irrigation system maintenance and repair; pest control; and fertilizing and maintenance of perennial groundcover beds:
1. Sheriff’s Administration/Public Safety Complex and Medical Examiner Office
2. Animal Services and Emergency Medical Services
3. Fleet Management
4. Meter Readers Office
5. Supervisor of Elections
6. Mid County Tax Collector - new location
7. Pierce/ Garden - new location
• Various Administrative Services Department locations receive services. The Parks and Conservation Resources Department has historically managed this contract; the Administrative Services Department will manage going forward.
• Commercial Landscape Professionals Inc DBA Trimac Outdoor was originally awarded this contract by the Board of County Commissioners (BCC) on June 23, 2020 but has faced labor shortages due to market conditions.
• A descoping of the contract with Trimac (with BCC approval) will provide an opportunity to meet the requirements remaining on the contract and more adequately balance the workload due to labor shortages.
• This request is for a partial award of contract to Yellowstone Landscape, holding their bid prices firm, as the second lowest responsive and responsible vendor for Contract No. 189-0354-B. Bid pricing from Yellowstone Landscape is lower than Trimac Outdoor for the locations identified above.
Contract No. 189-0354-B in the estimated average annual amount of $225,673.00, for a forty-five (45) month total of $902,692.00 on the basis of being the second lowest responsive, responsible bid received meeting specifications.

Summary:
Yellowstone Landscape, the second lowest responsive and responsible bidder, will service the locations and miscellaneous services being descoped from Trimac Outdoor, as well as adding two additional locations: Mid County Tax Collector and Pierce/ Garden, 14 S. Ft. Harrison. Bid pricing from Yellowstone Landscape is lower than Trimac Outdoor for the locations identified above.
Background/Explanation:
The Board of County Commissioners awarded Contract No. 189-0354-B to Trimac Outdoor on June 23, 2020 in the amount of $1,536,900.00. An amendment to descope their services is in process via Legistar No. 21-1793A.
Fiscal Impact:
Estimated four (4) year expenditure not to exceed: $902,692.00
Estimated annual average expenditure not to exceed: $225,673.00
Funding is derived from Parks and Conservation Resources operating budget.
