Approval of the four-year grant award from the Substance Abuse and Mental Health Services Administration for the First Responders - Comprehensive Addiction and Recovery Act (FR-CARA) Grant. Approval of the delegation to the County Administrator to accept future annual continuation awards and to execute all subrecipient agreements and contracts.
• Funding will support year one of the FR-CARA program.
• FR-CARA will expand the first responder’s Naloxone program in Pinellas County through increased training and Naloxone distribution; and increase connections to community substance use treatment services among overdose patients.
• The grant provides an award of $499,999.00 per year for up to four years and a total award of $1,999,996.00.
• There are no match or cost sharing requirements.

Summary
The FR-CARA program will work to address the County’s goals to reduce opioid related deaths and connect individuals to effective treatment. The FR-CARA program will enhance the current first responder’s Naloxone program throughout Pinellas County by creating additional training opportunities, increasing community access to Naloxone, and by expanding the Quick Response Team (QRT) pilot program. The QRT will contact consenting overdose individuals revived by EMS to conduct wellness checks and engage individuals in community treatment. Outreach efforts will occur for up to 90 days post overdose. Pinellas County’s data will be evaluated through the FR-CARA program’s evaluation activities to identify actionable intelligence that will inform the program.

Background Information:
From 2016-2020, 9-1-1 transports of suspected overdoses increased by nearly 331% (going from 1,513 in FY 16 to 6,528 in FY 20) and 9-1-1 transports with Narcan administered increased by 56.4% (going from 1,978 in FY 16 to 3,094 in FY 20). Calls to 9-1-1 for suspected overdoses appear concentrated in several zip codes throughout the County. Three zip code (33713, 33714, 33764) have the highest number of suspected overdoses. These trends continue to increase into FY21 and are anticipated to continue beyond 2022.
Pinellas County Human Services (HS) and Safety and Emergency Services (SES) have partnered for the FR-CARA program to increase community access to Naloxone for overdose reversal, increase partner trainings on how to use Naloxone, and to expand the QRT piloted with funding from the Bureau of Justice Assistance for the Comprehensive Opioid, Stimulant, and Substance Abuse Site-based Program.
Fiscal Impact:
The four-year federal grant award totals $1,999,996.00 with $499,999.00 per year. There is no match required. Appropriation to support related grant activities is not consistent with the development of the FY22 tentative budget. A budget supplement will be brought forward to recognize this grant, if needed.
