Approval of a resolution to designate the Airport Director position for membership within the Senior Management Service Class of the Florida Retirement System (FRS).
• Florida Statutes, Sections 121.021 and 121.055, define and govern membership within the Senior Management Service Class of the FRS and require that any positions slated to be designated as Senior Management be publicly noticed and subsequently approved by the local governing body or agency.
• In compliance with state law, a notice of intent to designate a position for inclusion in the Senior Management Service Class was publicly advertised.
• The Airport Director performs highly responsible professional, administrative, and supervisory work planning, organizing, and directing the operations, construction, and maintenance of the St. Petersburg-Clearwater International Airport. This includes coordinating and complying with Federal agencies (e.g., Federal Aviation Administration, Transportation Security Administration, Customs) and negotiating with airlines and vendors.

Approval of the resolution would designate the Airport Director position for membership within the Senior Management Service Class of the FRS. In order to designate the position as Senior Management, Florida Statutes require public notices and approval by the local governing body or agency. The individual in this position leads highly complex strategic initiatives and special projects, oversees air terminal facilities, runways, and other executive level responsibilities to ensure compliance with highest industry standards and prescribed rules and regulations governing the operation of the Airport. Airports are highly regulated, requiring extensive interactions with Federal agencies such as the Federal Aviation Administration and the U.S. Department of Homeland Security’s Transportation Safety Administration and U.S. Customs and Border Protection. In addition, the position negotiates contracts with large multinational corporations for critical services on behalf of the county.

Fiscal Impact:
For the Fiscal Year (FY) 2022 Adopted Budget, the employer-paid retirement contribution rate for senior management service class employees is 29.07%. This compares with 10.74% for regular service class. The proposed change in service class results in an estimated increase of $35,690.00 in FY22. These costs are funded in the Airport Fund using revenue generated by Airport operations and no ad valorem tax revenue supports this fund.
