Approval and execution by the County Administrator of the Tangible Personal Property Report, as required by the U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), for closeout of the Fiscal Year (FY) 2019 Expand and Enhance Pinellas Veterans Treatment Court (VTC).
● The VTC grant was awarded in the amount of $975,000.00 for the three-year period of performance starting September 30, 2016 through September 29, 2019.
● The funding allowed for an increased number of individuals to be served, decreased recidivism rates, decreased criminal justice involvement, and improved individual and family functioning among participants.
● The grant funded service increases for veterans with no tangible personal property purchased for the program. The signed Tangible Personal Property Report is required for grant closeout.

Summary:
The grantee, Pinellas County Board of County Commissioners, is required to submit the SF-428 Tangible Personal Property Report and Final Report to closeout the grant award.
Background/Explanation:
The purpose of the proposed expansion and enhancement of the existing Veterans Treatment Drug Court (VTC) of Pinellas County was to break the cycle of criminal behavior, alcohol and/or drug use, and incarceration or other penalties among U.S. military veterans. Another function of the proposed project was to address gaps in the continuum of treatment for veterans who have substance use disorders or co-occurring substance use and mental disorder (COD) treatment needs. By providing needed treatment and recovery services, the Pinellas County VTC intended to reduce the pervasive, harmful, and costly health and social impact of substance use disorders, co-occurring mental health disorders, violence and trauma, in alignment with SAMHSA’s Trauma and Justice Strategic Initiative.
Ninety-one (91) high risk/high need veterans received services through the grant (75.8% of target). Of these, 68 participated in the SSC manualized treatment curriculum. The other 23 veterans received grant services (recovery support services, screening, assessment, case management, and program coordination) while in residential treatment. 47 veterans (69%) successfully completed the SSC treatment program while 23 have also successfully completed all conditions of VTC.
