Recommended Action

Approval and execution by the County Administrator of the agreement with CDR Health Care INC d/b/a CDR Health Inc. for COVID-19 Vaccine Point of Dispensing.

                     This contract will provide COVID-19 booster vaccinations to fully vaccinated individuals within Pinellas County in coordination with State Department of Health and Florida Division of Emergency Management.

                     The contractor will provide personnel, supplies, oversight, and data management for the operation of administering up to 1,000 Pfizer booster vaccines per day at the designated site.

                     The site will operate Monday through Sunday, 9:00 AM to 5:00 PM for an initial period of six months with the option to extend for an additional two months.

                     Staff requests approval and execution of the agreement under emergency code section 2-181(b). Staff will process ratification by the Board after the agreement is executed.

 

Contract No. 21-0735-LI with an expenditure not to exceed $9,000,000.00 through April 1, 2022.

Summary:

The award of contract and execution of agreement with CDR Health Care INC DBA CDR Health Inc for COVID-19 Vaccine Point of Dispensing includes a turnkey vaccination site to include logistics, site oversight, staffing, supplies, and data management to vaccinate individuals for at least a 30-day period providing a third dose of the Pfizer mRNA vaccines.

 

Background/Explanation:

On August 24, 2021, the Purchasing and Risk Management Division issued a Letter of Interest on behalf of the Emergency Management Department to establish a contract for COVID-19 vaccine dispensing.

Following the release of the competitive Letter of Interest, five (5) proposals were received.  CDR Health Care INC DBA CDR Health Inc, Inc was selected as the top ranked firm to provide services.

 

Fiscal Impact:

The fiscal impact of this contract is for a not-to-exceed amount of $9.0M, estimated at $1.5M monthly. This cost will impact the General Fund and is anticipated to be reimbursed by the Federal Emergency Management Agency (FEMA) at 100% (federal cost share). To partially offset the County’s expense prior to seeking FEMA reimbursement, CDR Health Care will collect patient insurance information where possible and bill to Medicare/Medicaid or commercial insurance. The credit will be submitted to the County monthly.

 

Additional County expenses will be incurred for leasing, cleaning, and other logistical costs associated with the site.  These costs are also anticipated to be fully reimbursable by FEMA.

 

This expenditure was not anticipated and not included in the FY22 Tentative Budget .  A budget amendment will be brought forward if necessary.  Any costs not eligible for FEMA reimbursement may be funded using General Fund reserves or such other federal stimulus funds as the American Rescue Plan Act.

 

Delegated Authority:

Authority for the County Administrator to approve this award of contract is granted under Code Section 2-181(b).
