Approval of the ranking of firms of eight firms for professional engineering services for Anclote Road Roadway and stormwater improvements project from Anclote Boulevard to Alternate U.S. 19 and award of agreement with the top ranked firm Pennoni Associates Inc. (Pennoni).

 

                     The contract is for engineering services to develop the preliminary engineering report and 30% Plans for improvements to Anclote Road from Anclote Boulevard to Alternate U.S. 19.

                     The Anclote Road project area is a continuous 2.4-mile two lane collector road serving under-developed industrial and commercial areas, experiences flooding and requires rehabilitation.

                     The award recommendation is to the number one ranked firm, Pennoni per the Consultants Competitive Negotiation Act in the amount of $848,575.38.

                     Five Small Business Enterprise firms are included with Pennoni’s submittal for the Anclote Road Roadway and Stormwater Improvements project for public outreach, geotechnical and contamination, traffic count, ecological and water quality, and subsurface and utility engineering for a total of $134,881.82 or approximately 16% of the total award.

 

Contract No. 190-0209-NC (SS), in the amount of $848,575.38.  The Anclote Road Roadway and Stormwater Improvements project is expected to be completed within five hundred and fifty consecutive calendar days from the notice to proceed date. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The contract is for professional engineering services to develop the PER and 30% plans for improvements to Anclote Road from Anclote Boulevard to Alternate U.S. 19, and to address roadway safety and flooding concerns along Anclote Road, Center Avenue, Savannah Avenue, and other locations along the project limits from Anclote Boulevard to Alternate U.S. 19.

Pennoni will prepare a PER and 30% plans with option for final design of the improvements that will include plans, specifications, supporting engineering analysis, calculations, and other technical documents.  The PER will document information necessary for the County to reach a decision on the preferred alternative that will meet the goals of the project with consideration of the following five factors: alternate routes, safety/utilities, environmental, cost, and long-range transportation plan (LRTP) consistency.  Final design is not included in this scope of services. Upon completion of the PER, if the County decides to proceed to the final design phase, an amendment to the contract will be considered.

Background Information:

Anclote Road from Anclote Boulevard to Alternate U.S. 19 is a continuous 2.4-mile two lane collector road serving under-developed industrial and commercial areas, employment centers, and residential areas in unincorporated Pinellas County and the City of Tarpon Springs. The project area currently experiences localized flooding and poor exiting roadway conditions in many locations and requires rehabilitation. The County has identified this area as a target employment center for economic development which will allow increased density for uses such as manufacturing, offices, and research and development. Transportation objectives for improving this corridor are to provide multimodal access to industrial, workforce, and residential areas, improve safety, and improve stormwater management. The project will also provide improved access to the Elfers and Coastal Anclote Trails.

The PER will evaluate the feasibility of at least three alternatives and provide the recommendation for final design in preparation for construction phase bidding.

A contingency amount of $50,000.00 is included for minor unforeseen circumstances that may arise during development of the project and will only be used at the discretion and approval of the County.

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released on March 13, 2020; the negotiation and scoping process concluded on July 2021.

The contract includes negotiated fully burdened hourly rates, including all labor, direct/indirect overhead, margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA).  Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

The funding source is derived from the Local Infrastructure Sales Tax (Penny for Pinellas).
