Approval of the grant application to the Florida Department of Environmental Protection (FDEP) for the Beach Management Funding Assistance Program local government funding request for Fiscal Years (FY) 2022 and 2023 for the Long Key-Upham Beach Nourishment 2023 project. 

Adopt the companion Resolution declaring the County’s support for the Long Key-Upham Beach Nourishment project (Project) and its ability to provide the full local cost share.

                     The Upham Beach Region of the Long Key Segment is tentatively scheduled to be nourished in FY23 at a total cost of $7,394,633.00 with the County share projected at $1,325,000.00.

                     The County’s segment costs for the Project, include construction and monitoring expenses to be paid from Tourist Development Taxes dedicated to beach nourishment.

                     To secure the FDEP grant funding, the County (Local Sponsor) must adopt a Resolution declaring support for the project, willingness to serve as the Local Sponsor, ability to provide the full local cost share ($1,325,000.00) and identification of the remaining sources of funding establishing support for this grant application is a requirement of FDEP.

                     If approved, the FDEP grant will match the County funding at $1,325,000.00 each, for total local match of $2,650,000 and the U.S. Army Corps of Engineers providing the Project balance of $4,744,6336.00.

                     The most recent nourishment of the Upham Beach Region of the Long Key Segment area was in 2018.

Summary

The grant application is for the purpose of securing funding for beach nourishment on Upham Beach.  In order to acquire state funding the County (Local Sponsor) must provide a resolution from the BCC which declares support for the project, willingness to serve as the Local Sponsor, ability to provide the full local cost share and identification of the source of funding.  The Upham Beach region of the Long Key segment is tentatively scheduled to be nourished in FY 2023 at a total cost of $7,394,633.00 with the County share projected at $1,325,000, FDEP share at $1,325,000, and the United States Army Corps of Engineers (USACOE) share at $4,744,633.00. This cost represents construction and first year monitoring estimates. The project is expected to occur along Upham Beach in the City of St. Pete Beach.

Background Information:

The proposed resolution along with the application is required as part of FDEP’s Annual Funding Request for Beach Management Projects.  The funding request represents an eight (8) year budget projection (a Long-Range Budget Plan) similar in concept to the County multi-year Capital Improvement Program (CIP) budget.  The Long-Range Budget Plan is a multi-year budget plan with emphasis on FY 2022-2023.  Beach nourishment projects that are part of the Federal Shore Protection Program, which include Upham Beach, are cost-shared with Federal - USACOE and State - FDEP's Florida Beach Management Funding Assistance Program matching funds. The signed resolution is due to FDEP by September 21, 2021.

 

Fiscal Impact:

Project 004487A - Long Key - Upham Beach Nourishment 2023 matching funds are derived from the Tourist Development Tax and included in the FY 2022-2027 Capital Improvement Plan in the Physical Environment Function, Coastal Management Program. The match requirement is a fifty percent (50%) split, with both FDEP and the County projected to each be responsible for $1,325,000.00 for construction and first year monitoring. The USACOE will pay the remaining construction cost of $4,744,633.00. This project is estimated to cost an additional $125,000.00 in post construction monitoring from FY 2024-2027. FDEP funding for outer year monitoring would be requested during the State’s appropriate budget cycle. The Upham Beach project costs include construction and monitoring expenses to be paid from Tourist Development Taxes dedicated to beach nourishment.
