Recommended Action

Approval of the grant application to the Florida Department of Environmental Protection (FDEP) for the Beach Management Funding Assistance program local government funding request for the Fiscal Years (FY) 2022 and 2023 for the Treasure Island Nourishment 2022 project.

Adopt the companion Resolution declaring the County’s support for the Treasure Island Nourishment project (Project) and ability to provide the full local cost share.

 

                     The Treasure Island segment is tentatively scheduled to be nourished in FY 2023 at a total cost of $12,000,000.00 with the County share projected at $2,525,000.00.

                     The County’s segment costs for the Project, include construction and monitoring expenses to be paid from Tourist Development Taxes dedicated to beach nourishment.

                     To secure the FDEP grant funding, the County (Local Sponsor) must adopt a resolution declaring support for the project, willingness to serve as the Local Sponsor, ability to provide the full local cost share ($2,525,000) and identification of the remaining sources of funding establishing support for this grant application is a requirement of FDEP.

                     If approved, the FDEP grant will match the County funding at $2,525,000 each, for total local match of $5,050,000 and the U.S. Army Corps of Engineers providing the Project balance of $6,900,000.00.

                     The most recent nourishment of the Treasure Island Project area was in 2018.

Summary

The grant application is for the purpose of securing funding for beach nourishment in the Treasure Island area.  In order to acquire state funding the County (Local Sponsor) must adopt a resolution by the BCC declaring support for the project, willingness to serve as the Local Sponsor, ability to provide the full local cost share and identification of the source of funding.  The Treasure Island segment is tentatively scheduled to be nourished in FY 2023 at a total cost of $12,000,000.00, with the County share projected at $2,525,000.00, FDEP share at $2,525,000.00, and the United States Army Corps of Engineers (USACOE) share at $6,900,000.00.  The project is expected to occur at Sunshine Beach and Sunset Beach in the City of Treasure Island.

Background Information:

The proposed resolution, along with the Grant Application, is required as part of FDEP’s Annual Funding Request for Beach Management Projects.  The funding request represents an eight (8) year budget projection (a Long-Range Budget Plan) similar in concept to the County multi-year Capital Improvement Program (CIP) budget.  The FDEP Long-Range Budget Plan is a multi-year budget plan with emphasis on FY 2022-2023.  Beach nourishment projects that are part of the Federal Shore Protection Program, which include Treasure Island, are cost-shared with Federal - USACOE and State - FDEP's Florida Beach Management Funding Assistance Program matching funds. The signed resolution is due to FDEP by September 21, 2021.

 

Fiscal Impact:

Project 002574A - FY 2022 Treasure Island Nourishment matching funds are derived from the Tourist Development Tax and included in the FY 2022-2027 Capital Improvement Plan in the Physical Environment Function, Coastal Management Program.   The Local cost share between FDEP and the County is fifty percent (50%) each, with both FDEP and the County projected to be responsible for $2,525,000.00. The USACOE would pay the remaining cost of $6,900,000.00.  The Treasure Island Nourishment Project costs include construction and monitoring expenses to be paid from Tourist Development Taxes dedicated to beach nourishment.
