Approval of the Community Aesthetic Feature Agreement (CAFA) and associated authorizing Resolution with the Florida Department of Transportation (FDOT) and supporting Agency Resolution (Exhibit D) for the installation of murals on the entryway walls of two Fred Marquis Pinellas Trail (Pinellas Trail) tunnels as part of the Graffiti Abatement program.

 

                     County partners with Creative Pinellas in design and installation of murals on public infrastructure to deter graffiti vandalism.

                     Extensive outreach has been completed for citizens to provide input on the mural program, including one meeting to meet selected artists.

                     The artists for these murals were chosen by a process that included Creative Pinellas, local arts community, Tarpon Springs Art Board and the Council of North County Neighborhoods (CNCN).

                     The two Pinellas Trail tunnels are located at Alternate U.S. 19 in Palm Harbor and U.S. Highway 19 in Tarpon Springs.

                     FDOT requires a CAFA, including the Agency Resolution and proposed mural designs for each of the four murals.

                     Permits Transportation Division Director to execute the Conceptual Submittal/Approval Letter to FDOT.

 

FDOT Agreement No. 2021-M-799-00001; term is through June 30, 2031; there is no fiscal impact associated with this agreement.

Summary:

This Agreement and supporting agency Resolution (Exhibit D) will permit the design and install of murals on the four (4) entryway walls at two (2) tunnels along the Pinellas Trail located at Alt U.S. 19 in Palm Harbor and U.S. 19 in Tarpon Springs.

Extensive outreach has been completed to offer citizens several outlets to provide input about the community's vision for the mural sites on the Pinellas Trail. A survey was shared online and social media channels and a series of seven (7) virtual public input meetings were held, including one that allowed citizens to meet the selected artists.

Outreach opportunities were advertised through Creative Pinellas and the County's marketing & communications channels.

The artists were chosen through a robust review process by a panel comprised of representatives from the County, Creative Pinellas, the local arts community, Tarpon Springs Art Board, and the Council of North County Neighborhoods (CNCN). The review included a discussion on each of the twenty-four (24) applications received and determined the most favorable art style for the specific project locations.

 

Background Information:

The Graffiti Abatement Program is a partnership with Creative Pinellas. The program concept derives from the use of public art to deter graffiti vandalism on public infrastructure while also beautifying public spaces and supporting Pinellas County as an arts destination.

The County and Creative Pinellas entered into a Memo of Understanding (MOU) on December 13, 2019, for the renewal of the County’s Graffiti Abatement Program through September 30, 2022. Creative Pinellas receives annual funding through the Transportation Trust Fund in the amount of $36,000.00 to manage, lead and promote the program, pursuant to the Local Arts Agency Funding Agreement approved by the Board of County Commissioners and entered into on December 15, 2020.

Since the program began, local artists have completed two (2) murals in Palm Harbor and one along the Pinellas Trail overpass in Largo. The project sites are frequently monitored by county staff and have since been left unharmed, attesting to the primary purpose and success of the program. 

In reference to Section 5 of the Agreement “Indemnification and Insurance,” Creative Pinellas will name FDOT as an additional insured on its policy for the artists in order to meet indemnification requirements of the Agreement.
