Approval of the ranking of firms and execution of negotiated agreements for requirements of continuing architectural consulting services.

                     The purpose of the contract is to provide continuing professional architectural services on an as needed basis to include work associated with the County’s Capital Improvement Program or various operating and maintenance concerns as minor projects arise related to County’s facilities.

                     Award recommendation with eight firms is in accordance with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055; the upset limit over the five-year term is $700,000.00 for each firm for a total of $5,600,000.00.

                     Three prime firms: Mason Blau & Associates, Inc., Renker Eich Parks Architects, Inc., and Williamson Dacar Associates, Inc. are certified Small Business Enterprise (SBE) firms with Pinellas County, and eight of the subconsultants being utilized by the prime firms are also certified SBE’s.

                     Percentage goals are not established for CCNA continuing contracts. When the County utilizes a firm for an individual work assignment, the requesting department working with Economic Development will ensure SBEs are utilized.

 

Contract No. 21-0259-CN(PLU); upset limit over the five-year term is $700,000.00 for each firm for a total of $5,600,000.00; authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

The purpose of the contract is to provide professional architectural services on an ongoing basis to include work associated with the County’s CIP or various operating and maintenance concerns as projects arise related to County’s facilities.

Three (3) prime firms: Mason Blau & Associates, Inc., Renker Eich Parks Architects, Inc., and Williamson Dacar Associates, Inc. are Certified SBE’s with the County.  Additionally, eight (8) of the subconsultants being utilized by the prime firms are also Certified SBE’s.

The firms, in order of ranking, are attached on the ranking spreadsheet.

Background Information:

On February 17, 2021, the Purchasing and Risk Management Division, in accordance with the Consultant Competitive Negotiation Act (CCNA) and on behalf of the Facilities and Real Property Division, released a request for proposal (RFP) to obtain the services of qualified consulting firms for architectural projects. The ranking of firms was completed May 12, 2021.

An agreement with each of the eight (8) ranked firms has been negotiated by staff and is presented to the Board of County Commissioners for consideration. All rates for prime consultants and sub-consultants were evaluated to determine competitiveness based on current market conditions.

 

The hourly rates provided by all firms are fully burdened including labor, direct and indirect overhead, profit, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Florida Statutes. The contract term is five (5) years and is effective upon execution of the agreement.

 

Fiscal Impact:

The upset limit over the five (5) year term of the contract is $700,000.00 for each firm for a total of $5,600,000.00.

 

Funding is derived from various Capital Improvement Programs budgets and/or operating budgets per individual work assignments on a multiple year/multiple work assignment basis.
