Approval of the ranking of firms and execution of negotiated agreements with the two highest ranked firms, as listed below, for a five-year continuing services contract for professional hydrogeologic consulting services:
1.) ASRus, LLC
2.) Jacobs Engineering Group, Inc.
• The purpose of this contract is to provide professional hydrogeologic services required to support several ongoing aquifer recharge projects and provide services to address future hydrogeologic consulting needs.
• Planned projects include three identified within the North County Aquifer Study to identify alternative water supplies for the North County Reclaimed Water System.
• Award recommendation with the two firms is per the Consultant Competitive Negotiation Act (CCNA), with the maximum limit over the five-year term in the amount of $1,500,000.00 for each firm for a total of $3,000,000.00.
• Firms will be issued individual work assignments on an as-needed basis.
• ASRus, LLC and Jacobs Engineering Group, Inc. have committed to utilizing multiple certified Small Business Enterprises (SBE) for individual work assignments resulting from this contract, as shown on the attached SBE Listing.
• Specific SBE commitments will be established when the County utilizes a firm for an individual work assignment. The requesting department, working with Economic Development, will ensure SBE’s are utilized.
Contract No. 21-0067-CN (SS); the not to exceed upset limit over the five-year term is $1,500,000.00 for each firm, for a total of $3,000,000.00. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary
The purpose of this contract is to provide professional hydrogeologic services required to support several ongoing aquifer recharge projects and provide services to address future hydrogeologic consulting needs utilizing the services of the two top-ranked firms ASRus, LLC and Jacobs Engineering, Inc. for a total contract amount of $3,000,00.00 combined over a five-year term.

Background Information:
The North Pinellas County Aquifer Storage and Recovery and Managed Aquifer Recharge Feasibility Study was completed in September 2019. Three projects were selected to move forward in developing alternative water supplies to supplement the North County Reclaimed Water System.
These projects will require construction oversight by a qualified hydrogeologic firm, and this contract provides the mechanism to provide those services. Additionally, there is a need to evaluate the potential reduction of the surface water discharge at the South Cross Bayou Water Reclamation Facility, and a feasibility study on aquifer recharge, well-siting and piping capacity is envisioned to be performed through this contract.
The Purchasing and Risk Management Division, on behalf of the Utilities Department, released a request for proposal (RFP) with the intent of obtaining the services of qualified hydrogeologic consulting firms for utilities services in accordance with CCNA per Florida Statute 287.055. The negotiation process concluded in April 2021 with recommendation of award to the two (2) top-ranked firms ASRus, LLC and Jacobs Engineering, Inc.
The contract includes negotiated burdened hourly rates including all labor, direct/indirect overhead, margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.
All rates for prime consultants and sub-consultants were evaluated to determine competitiveness based on current market conditions.
Fiscal Impact:
Five-year contract not-to-exceed amount: $3,000,000.00
Funding will be derived from Utilities Sewer and Water Enterprise funds.
