Approval and execution by the Director of Administrative Services of the Second Amendment with the State of Florida Department of Health for the operation of the Florida Department of Health in Pinellas (DOH).
• The Amendment contains state and federal funding revisions and administrative changes requested by the State of Florida for the annual agreement. The Agreement is state generated each year to outline core services and funding allocations.
• The Amendment provides no additional fiscal impact to the County. The original Agreement includes a local contribution of $7,111,320.00. This funding is generated by a dedicated, countywide Health Department millage.
• Services maintained by the Department of Health include environmental health services, communicable disease control, limited primary care services and a school nurse program.
• The Agreement does not include the Healthcare for the Homeless Program and Pinellas County Health Program for low income residents which are funded under a separate health services agreement.Body

Summary:
This Amendment incorporates state and federal funding revisions and administrative changes requested by the State of Florida. These administrative changes do not incur any additional costs to the County.

Changes are described in detail in the Amendment from DOH and include the following:
a. Page 2, Core Contract, Section 4. FUNDING, Paragraph a. i, is hereby amended to change the "amount not to exceed" amount to $25,577,310.00;
b. Attachment II, Part I, Page 1 of 1 is hereby amended by replacing the existing provisions with the attached amended Attachment II, Part I, Page 1 of 1;
c. Attachment II, Part II, Pages 1 through 4 are hereby amended by replacing the existing provisions with the attached amended Attachment II, part II, Pages 1 through 4;
d. Attachment II, Part Ill, Pages 1 and 2 are hereby amended by replacing the existing provisions with the attached revised Attachment II, part Ill, Pages 1 and 2;
e. Attachment V, Page 2 and 3 are amended show the current cash balances of existing special projects by replacing the existing provisions with the attached revised Attachment V, Pages 2 and 3;
f. Attachment A, Schedule C Detail By Appropriation Category, is hereby amended by replacing the existing provisions with the attached revised Attachment A, Schedule C Detail By Appropriation Category, pages 1 through 5;
g. Attachment B, Reconciliation Between Attachment II, Part II, and Schedule C, is hereby amended by replacing the existing provisions with the attached revised Attachment B of the same name; Page 1 of 2;
h. Attachments D-J are hereby added to show adjustments in funding through funding memorandums from the department's Schedule C (24 pages).
Background/Explanation:
The Board of County Commissioners (Board) approved the fiscal year 2021 (FY21) DOH Operations contract for County funding the amount of $7,111,320.00 on November 20, 2020. The original agreement with DOH outlines the required coordination between the County and DOH for public health services pursuant to Chapter 154, Florida Statutes. The Director of Administrative Services approved Amendment 1 on April 5, 2021, which included administrative changes.
Fiscal Impact:
This Amendment provides no additional fiscal impact to the County. The original Agreement is an amount not to exceed $7,111,320.00. This funding is generated by a dedicated, countywide Health Department millage.
Delegated Authority:
Authority for the Director of Administrative Services to sign the Second Amendment is granted under Code Section 2-62 (a)(1) and the County Administrator Memorandum dated December 2, 2019.
