Hold the first of two required public hearings to consider a resolution designating the former Tides Golf Course as a Brownfield site.

 

                     Former Tides Golf Course site encompasses approximately 151.01 acres, of which 95.6 acres are uplands, and will contain proposed development. Remaining acreage is submerged and not included in redevelopment proposal. Property operated as a golf course from 1973-2018 and is currently idle.

                     Low-level soil and groundwater contamination due to historic golf course operations is expected. Additional environmental assessment will be required to fully define extent of contamination.

                     Resolution authorizes the Owner to enter into a future Brownfield Site Rehabilitation Agreement with the Florida Department of Environmental Protection.

 

A second public hearing will be required, and proper notification will be provided once the hearing date has been determined.

Summary

The first of two required public hearings to allow opportunity for public input on the Brownfield designation of the former Tides Golf Course site. The site is privately owned and located at 11832 66th Avenue in unincorporated Pinellas County and detailed in Exhibit A to this Resolution.  Pursuant to Florida Statutes (F.S.) 376.80(c)(2) and F.S. 125.66(4)(b), two public hearings are required to adopt the resolution, which authorizes the Owner to enter into a Brownfield Site Rehabilitation Agreement with the Florida Department of Environmental Protection.

Background Information:

The former Tides Golf Course Site encompasses approximately 95.6 acres and operated as a golf course from 1973-2018. The property was purchased by the current owner in 2016 and ceased operation in 2018 and has been idle since that time. Low- level soil and groundwater contamination due to historic golf course operations is expected, but additional environmental assessment will be required to fully define extent of the contamination.

 

Fiscal Impact:

Designation as a Brownfield site will provide the Owner eligibility for the Florida Brownfield Voluntary Cleanup Tax Credit inventive that could defray approximately fifty percent (50%) of site investigation and cleanup costs throughout the life of the project.
