Approval of the Municipal Services Taxing Unit special projects funding request made by the Community Service Association (CSA) Palm Harbor Parks and Recreation for the replacement of audio-visual equipment and restroom renovations in the Centre facility.

 

                     This project will allow CSA Palm Harbor Parks and Recreation’s management to replace and/or update essential equipment and certain restroom facilities in the main community activity center, thereby increasing the health and safety of all patrons and the economic income benefit derived from rentals.

                     CSA Palm Harbor Parks and Recreation has demonstrated good stewardship of this facility. The requested updates will increase its value to the County and to the community.

                     The amount requested is not to exceed $20,000.00, which is the maximum award amount; if the total expenditure exceeds $20,000.00, the remainder will be paid from the CSA Palm Harbor budget.

Summary

This is a Municipal Services Taxing Unit (MSTU) Special Projects Fiscal Year 2021 Funding Request for CSA Palm Harbor Parks and Recreation; a non-profit organization under the auspice of the Palm Harbor Community Services Agency Inc. CSA Palm Harbor Parks and Recreation operates the Community Centre which is a County owned facility.  CSA Palm Harbor Parks and Recreation provides recreational and community leisure services to the residents of unincorporated area of Palm Harbor. This funding request combines two updates to the Centre facility which was constructed in 1999 and serves as the main community activity center as well as CSA Palm Harbor Parks and Recreation administrative offices. In addition to serving the recreational and community service needs of the community, the Centre serves as a voting precinct every two years and most recently a vaccination site for hundreds of residents and visitors.

The first update is to replace the audio-visual equipment in the multi-purpose room which was originally installed when the building was first built 22 years ago. The AV equipment is outdated, obsolete and partially functional. The multi-purpose room in the Centre is utilized by many groups from the community and is frequently rented for private events.  The AV equipment is a desirable and essential feature of the use of this room. The income produced from the event rentals significantly supplements the operational budget for CSA Palm Harbor Parks and Recreation.  While ad valorem tax dollars are the primary funding mechanism for CSA Palm Harbor Parks and Recreation, only a portion of their budget is composed of tax dollars. CSA Palm Harbor Parks and Recreation is dependent upon proceeds from facility rentals, fundraisers, special events, and programs. Outdated and obsolete equipment diminishes the functionality and viability of this important facility.

The second update is to renovate the restroom stalls in the Centre facility. The stalls are not operating at the desired level.  The partitions in the restrooms are aged and have gaps.  Numerous repairs and maintenance efforts have failed to keep up with the wear and tear. Attractive and clean restrooms are essential to the health and safety of all patrons of the Centre.

It is anticipated that the amount requested will not be adequate to complete the desired updates.  Any financial gaps between the MSTU funding and the actual costs will be paid for by CSA Palm Harbor Parks and Recreation utilizing capitalized expenditure funds set aside in their annual budget.

Background Information:

The currently exists a service and equipment deficit in the main community activity center (the “Centre”) in unincorporated north County, Palm Harbor.  This action seeks to approve the distribution of MSTU Special Projects funding to replace and/or update essential equipment and certain restroom facilities.

 

Fiscal Impact:

The request for funding in the amount of $20,000.00 is a one-time expenditure of MSTU Special Projects funds. Funding is appropriated and available in the FY21 Adopted Budget. The cost of the entire project is expected to exceed the maximum MSTU award amount.  The amount over the $20,000.00 will be paid out of the CSA Palm Harbor Parks and Recreation budget.
