Recommended Action

Approval of the Municipal Services Taxing Unit special projects funding request made by the Palm Harbor Library in the amount of $20,000.00 to complete the replacement of all flooring throughout the 26,000+ square foot facility.

 

                     This project will complete the 400 square foot section of flooring in the Adult Services Department where the book and DVD shelving are located.

                     The Palm Harbor Library has demonstrated good stewardship of this County owned facility. The requested updates will increase its value to the County and to the community.

                     The total cost for the entire project is $26,453.37 based on State contract prices. The balance of $6,453.37 will be paid by the library through privately donated dollars

Summary

Municipal Services Taxing Unit special projects Fiscal Year (FY) 2021 funding request for Palm Harbor Library (PHL); a non-profit organization under the auspice of the Palm Harbor Community Services Agency Inc. The PHL operates the library facility, which is owned by the County. PHL aspires to be the definitive educational and cultural destination for all members of the Palm Harbor community.

PHL’s responsibility is to maintain a safe, secure, and pleasant environment. The building is 33 years old and the last major remodeling project was undertaken 13 years ago. Recently, the library began a facility-wide endeavor to upgrade, improve and replace all areas of the building that required attention. This included flooring. Normally the library welcomes annual foot traffic of 340,000 library users, so the carpeted flooring has been heavily used, exhibiting much signs of wear. Carpeting rather than an alternative hardened flooring material is preferred primarily to reduce sound.

In FY20, the library was granted MSTU special projects funding to begin flooring replacement in the Adult Services Department. This was part of a continuing effort to replace all flooring throughout the 26,000+ square foot facility as established in the library’s 10-year Capital Replacement Schedule. The project was accomplished in all the areas except where the book and DVD shelving units were located. This FY21 Special Projects funding request is to complete this portion of the overall flooring upgrade. These additional monies will allow for the: 1) temporary moving of the shelving units, 2) removing the old and installing the new flooring and 3) replacing the shelving units. Total new carpeted area is 400 sq. ft.

Background Information:

The MSTU Special Projects Funding opportunity was created by the Board of County Commissioners for the purpose of supporting projects that enhance community and neighborhood opportunities in unincorporated areas of Pinellas County. These MSTU Special Projects Awards are intended to support culture, recreation, and community engagement opportunities for residents in unincorporated areas that are comparable to those opportunities which municipalities typically provide to their residents.

The Palm Harbor Library FY21 MSTU Special Projects Funding request is a continuation of a previous (FY20) grant to complete the renovation of the flooring in the Adult Services Department at the library. The library welcomes annual foot traffic of 340,000 library users so the carpeted flooring has been heavily used and, is exhibiting much signs of wear. Fiscal Impact:

The request for funding, in the amount of $20,000.00, is a one-time expenditure of MSTU Special Projects funds. Funding is appropriated and available in the FY21 Adopted Budget. Total cost for the entire project is $26,453.37 based on State contract prices. The balance of $6,453.37 will be paid by the library through privately donated dollars.
