Recommended Action

Approval and execution by the Department Director of the grant application and related documents for the Substance Abuse and Mental Health Services Administration First Responder - Comprehensive Addiction and Recovery Act (FR-CARA) Grants program.

 

                     The funding will be utilized to develop enhancements to community overdose responses as a collaboration between Human Services and local first responder agencies.

                     Partners will engage their staff in regular naloxone, crisis intervention, and addiction related training; offer and obtain consent from victims for peer support follow-up services following an overdose event; and accept additional training, peer support, and naloxone supply for specialty teams or units within their agencies that frequently encounter individuals who have experienced an overdose and/or are living with substance use disorder.

                     The application will seek up to $500,000.00 per year, for up to four (4) years, for a total award amount of $2,000,000.00, beginning September 30, 2021.

                     There is no match or cost sharing requirements.

Summary:

The goal of the FR-CARA program from the Substance Abuse and Mental Health Services Administration (SAMHSA) is to: Increase first responder and key community sector staff access to a drug or device approved for emergency treatment of known or suspected opioid overdose; Increase training and resources for first responders and key community sector staff on the carrying and administration of a drug or device approved for emergency treatment of known or suspected opioid overdose; Increase training opportunities for first-responder and key community sector staff on safety around fentanyl, carfentanil, and other dangerous licit and illicit drugs; and Establish processes, protocols, and mechanisms for referral to appropriate treatment and recovery support services, and education, and education on safety around fentanyl, carfentanil, and other dangerous licit and illicit drugs.

 

Background/Explanation:

From 2016-2020, 9-1-1 transports of suspected overdoses increased by nearly 331% (going from 1,513 in FY 16 to 6,528 in FY 20) and 9-1-1 transports with Narcan administered increased by 56.4% (going from 1,978 in FY 16 to 3,094 in FY 20).  Calls to 9-1-1 for suspected overdoses appear concentrated in several zip codes throughout the County.  Three zip code (33713, 33714, 33764) have the highest number of suspected overdoses. These trends continue to increase into FY21 and are anticipated to continue beyond 2022 until the issue is addressed through local, county, and statewide initiatives.

 

Fiscal Impact:

The SAMHSA FR-CARA grant provides up to $500,000.00 per year, for up to four (4) years, for a total of $2,000,000.00. There are no match or cost-sharing requirements.

 

Delegated Authority:

Authority for the Department Director to sign this grant application was delegated by the County Administrator per the memo dated March 28, 2016 titled “Delegation of Authority by the County Administrator and Improved Grant Procedures.”
