Recommended Action

Approval and execution by the County Administrator to increase the upset limit to the contract with Charter Communications Operating, LLC, as requested by the Business Technology Services Department (BTS), for requirements of Metro-Ethernet/Wide Area Network (WAN) services.

 

                     This contract provides Metro Ethernet and Wide Area Networking connectivity and Internet access services to County departments connecting over 60 locations as part of an enterprise County network.

                     This upset limit increase provides for Fiber Connect - cable television services (Fiber Connect) at the County Public Safety Complex and the 49th-Street Jail Complex at an estimated annual expenditure of $38,160.00, including an installation fee of $5,000.00; total increase to the 5-year upset limit of $195,800.00.

                     While the current contract provides for Fiber Connect services, the locations and pricing were not finalized prior to Board of County Commissioners (Board) approval of the amended and restated Agreement for Wide Area Network services on January 12, 2021.  The Agreement was amended and restated to eliminate automatic renewals and provide for a five-year term.

                     This contract was awarded by the Board on February 2, 2010 for a five-year term through February 1, 2015. On August 18, 2015, the Board approved the fifth amendment for a five-year term extension through February 1, 2020. On January 14, 2020, the Board approved the annual auto renewal term extension and increase to the Agreement and extended the contract term one year through February 1, 2021. Amendments one through four were previously approved by the County Administrator and provided for such revisions as bandwidth increases and relocation of services at certain County facilities. This Agreement was amended and restated by the Board on January 12, 2021, establishing an upset limit to the contract term in the amount of $9,078,900.00.

 

Contract No. 089-0339-P(JJ); increase in the amount of $195,800.00 for a revised total expenditure of $9,274,700.00 through February 25, 2026.

Summary:

The increase provides for Fiber Connect - cable television services at the Pinellas County Public Safety Complex and the 49th Street Jail Complex. The total increase to the upset limit includes a one-time installation charge of $5,000.00.
