Approval of Change Order No. 1 to the agreement with TLC Diversified, Inc. for the Force Main Air Release Valve Replacement Highland Lakes Area project.

 

                     The purpose of this project is to upgrade multiple sewer force main components (air release valves) due to deteriorated condition and improved maintenance access in the Highland Lakes area.

                     Change Order No.1 increases the contract price in the amount of $221,728.51 for a revised total amount of $1,005,958.51 and increases the term by 47 consecutive calendar days.

                     This change order request increases the price of the project due to work required because of unforeseen conditions including the installation of a bypass due to a faulty valve, pressure testing requirements to verify pipe conditions, additional components needed that were not part of the original contract, and associated mobilization & demobilization as part of the unforeseen conditions.

                     This contract was approved by the Board of County Commissioners on April 7, 2020 in the amount of $784,230.00.

 

Contract No. 190-0106-CP(PLU); increase in the amount of $221,728.51 for a revised contract amount of $1,005,958.51. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Change Order No. 1 increases the Board approved expenditure by $221,728.51 and extends the contract 47 consecutive calendar days. The contract price increase and extension is due to unforeseen conditions associated with the project including installation of a bypass due to a faulty valve, additional field testing of the 20-inch diameter force main to address concerns about the condition/integrity of the pipe, modification to air release valve installations to accommodate the field conditions, an added 4-inch valve omitted from contract, and additional demobilizing and remobilizing as part of the unforeseen conditions.

Background Information:

The purpose of the project is to upgrade multiple sewer force main components (air release valves) in the Highland Lakes area due to deteriorated condition and to provide improved access for maintenance. These valves allow the force mains to operate efficiently and significantly extend the useful life of the asset through reducing corrosion.

This contract was approved by Board of County Commissioners on April 7, 2020 in the amount of $784,230.00.
