• There is expected to be one initial construction and seven subsequent renourishments during the fifty-year life span, including dune and berm features at the north and south ends of Treasure Island.

Summary
The letter of support is required to proceed with the United States Army Corps of Engineers (USACE) next steps in finalizing the Feasibility Study and proceeding with the Chief’s Report as part of the reauthorization process. The Feasibility Study and associated documents, including the letter of support, will become part of the Chief’s Report signed by the Chief of Engineers. A Chief’s Report is developed by USACE when a water resources project requires Congressional authorization.

Background Information:
The Federal nourishment projects at Treasure Island and Long Key are set to expire in 2025 and 2030 respectively. Below is the plan that was developed by the USACE during the Feasibility Study, which was authorized by the Board of County Commissioners on September 25, 2018. There is expected to be one initial construction and seven subsequent renourishments during the fifty-year life span.
The recommended plan is for periodic beach nourishment, including dune and berm features, at the north and south ends of Treasure Island. The proposed dimensions include:
•A dune with a height of + ten feet NAVD88 and a dune/profile width increase that would extend the entire equilibrated beach profile up to twenty feet seaward; the dune includes the representative 2018 dune profile.
•A construction berm of up to seventy feet seaward from the dune toe at an elevation that mimics the natural berm (Currently 4.6 ft. NAVD88 but anticipated to increase with sea level change).
Fiscal Impact:
The estimated cost share for initial construction is 61.8% Federal 38.2% Non-Federal: thereafter, 47.5% Federal 52.5% Non-Federal for periodic nourishments.
The Estimated Project costs over fifty years is detailed below.
Federal: $90,710,130
Non-Federal: $98,677,870
The local portion for each construction project will be funded by the Tourist Development Tax and budgeted in the Capital Improvement Program, Physical Environment Function, Coastal Management Program. The County may be eligible for State reimbursement of up to fifty percent of the Non-Federal cost share depending on the award and availability of state grants and appropriation of funds.
There is currently no project number associated with this study. The resulting projects will be assigned project numbers.
