Approval of the grant agreement with the Florida Department of Environmental Protection (FDEP) for the Pinellas County Shore Protection Project at Pass-a-Grille.

 

                     The Pass-a-Grille nourishment is currently scheduled for design and construction from FY22-FY24, pending federal budget authorizations.

                     The total project cost is estimated at $5,016,000.00.

                     The cost share is 62.5% federal and 37.5% county.

                     Through this agreement, FDEP will fund up to $940,500.00 for construction and monitoring activities, which represents 50% of the non-federal cost obligation.

                     Pinellas County is responsible for the other 50% of the non-federal cost share, which is budgeted in our Coastal Management Program and funded by Tourist Development Tax.

                     The agreement expiration date is December 31, 2023.

                     The Pass-a-Grille segment is also encompassed within the 50-year reauthorization the County is seeking from the U.S. Army Corps of Engineers for Treasure Island and Long Key.

Summary

The Pinellas County Shore Protection project at Pass-a-Grille Agreement includes a cost share not-to-exceed $940,500.00 for the 2022 federal nourishment of Pass-a-Grille beach. That amount represents the State’s half of the non-federal cost share with Pinellas County. Tasks to be reimbursed include construction and post-construction permit monitoring.

Background Information:

This will be the fourth nourishment of Pass-a-Grille under the current federal authorization which expires in 2030. The initial project occurred in 1985 and the most recent cycle was completed by the United States Army Corps of Engineers (USACE) in 2014.  Since 2014, Tropical Storm Hermine, Hurricane Irma, and Tropical Storm Eta have contributed to significant erosion of the beach. The Pass-a-Grille segment of the Pinellas County Shore Protection project, together with Treasure Island, is currently being considered for reauthorization.

Please note that Section 18(c) of the Grant Agreement requires the County to indemnify FDEP, which may conflict with County Resolution 06-70. A request was made to FDEP to remove the indemnification provision, but they rejected removing the provision as it is their standard grant language.  Thus, the County has an obligation to indemnify FDEP.

 

Fiscal Impact:

Funding for this project is budgeted in the Capital Improvement Program, Physical Environment Function, Coastal Management Program project 004487A Pass-a-Grille 2021 Beach Nourishment, funded by the Tourist Development Tax.
