Approval of the Subrecipient Funding Agreement with Operation PAR, Inc. (PAR) under the U.S. Department of Justice, Bureau of Justice Assistance (BJA) Comprehensive Opioid, Stimulant, and Substance Abuse Site-Based Program (COSSAP) grant.
• COSSAP grant funding will allow PAR to provide oversight and direct client services including counseling, Medication Assisted Treatment, and Residential Treatment Services to identified overdose survivors, as well as Naloxone to law enforcement, first responders, individuals, and family members.
• COSSAP will further support the initiative between Pinellas County Human Services and Safety and Emergency Services to enhance the current overdose response by increasing connections and engagements in community substance use treatment services and support, as well as support the ongoing review and analysis of data to identify trends.
• An amount not to exceed $1,194,663.00 is provided by the BJA COSSAP Award #2020-AR-BX-0055 to support this Agreement, for an approximate annual expenditure of $398,221.00. The COSSAP grant was awarded to Pinellas County in October 2020.

Summary
This Agreement provides grant funding for staff and operations to support COSSAP. With this funding, PAR will provide project supervision, data and analysis, and direct services through a Case Manager, a Counselor, and a Peer Recovery Support Specialist. MAT and Residential Treatment Services will be available as appropriate. Additionally, the grant provides for Naloxone distribution to law enforcement, first responders, individuals, and family members.

Background Information:
HS applied for the BJA COSSAP funding opportunity in May 2020 and was awarded the grant in October 2020. The funding supports the partnership between HS and SES to enhance the current overdose response by increasing connections and engagements in community substance use treatment services; providing peer support to overdose survivors and families; conducting overdose fatality reviews to identify trends and potential gaps in the system of care; and increasing first responder and community access to naloxone.
Fiscal Impact:
An amount not to exceed $1,194,663.00 is identified in the BJA COSSAP Award #2020-AR-BX-0055 to support this Agreement, for an approximate annual expenditure of $398,221.00. Appropriation to support related grant activities is not consistent with the development of the FY21 Adopted budget and will require a budget resolution.
