Approval and execution by the County Administrator of Change Order No. 1(final) with Florida Safety Contractors, Inc. (FSC) for the Northeast Coachman at Old Coachman Road intersection improvement project.

 

                     The purpose of this contract was to construct intersection improvements at the intersection of Northeast Coachman Road (State Road 590) at Old Coachman Road (County Road 535).

                     Change Order No. 1 (final) decreases the contract by ($105,205.26) due to the difference between estimated and final quantities and also balance of unspecified work not used.

                     Agreement term is extended by two hundred thirteen (213) consecutive calendar days as part of this change order.

                     Award of bid to FSC was approved by the Board of County Commissioners (Board) on August 7, 2018.

 

Contract No. 178-0313-CP(PLU); PID No. 001020A; decrease the contract amount by ($105,205.26) for a revised total amount of $1,309,282.26.

Summary:

Change Order No. 1 (final) decreases the Board approved expenditure by ($105,205.26) and accepts the contract as complete.  The project was substantially complete on June 29, 2020 and obtained final completion on July 30, 2020.  Liquidated damages are not assessed due to third party conflicts that affected the contractor’s work schedule. An extension of 213 consecutive calendar days was necessary due to utility owner relocations. Final inspections of the project for all work performed under the contract were conducted by representatives of Public Works Construction Management Division.

 

Background/Explanation:

The purpose of this contract was to construct intersection improvements at the intersection of Northeast Coachman Road (State Road 590) at Old Coachman Road (County Road 535).  Work included roadway widening for the addition of protected left turn lanes on all legs of the intersection, along with resurfacing, restoration and rehabilitation of the existing roadway and the addition of paved shoulders with bike lanes. Sidewalks were constructed to provide connection to the Florida Department of Transportation’s (FDOT) sidewalk project on NE Coachman Road and provide trail connectivity to the Duke Energy and Ream Wilson Trails. Mast arm signals were upgraded to accommodate the new lane configuration, and the railroad crossing arms were also replaced to accommodate the intersection upgrades.

Award of bid to FSC was approved by the Board on August 7, 2018 in the amount of $1,414,487.52.
