Approval and execution by the County Administrator of Change Order No. 1 (final) with Miller Pipeline, LLC (Miller) for the Sanitary Sewer Rehabilitation CIPP - Madeira Beach, Gulfport, SE Lake Seminole, LS 075 project.

 

                     The purpose of this project was to rehabilitate aging gravity sewer pipes.

                     Change Order No. 1 (final) decreases the contract by ($253,052.35) due to the difference between estimated and final quantities and also balance of unspecified work not used.

                     Agreement term is extended by four hundred (400) consecutive calendar days as part of this change order due to additional repair work completed by the County that was not the responsibility of Miller.  It was discovered that several pipes had offset joints that had to be repaired before lining could be accomplished.

                     Award of Bid to Miller was approved by the Board of County Commissioners (Board) on April 10, 2018.

 

Contract No. 178-0050-CP(PLU), PID No. 001933C, decreases the contract amount by ($253,052.35) for a revised total amount of $967,022.65.

Summary:

Change Order No. 1 (final) decreases the Board approved expenditure by ($253,052.35) and accepts the contract as complete.  The project was substantially complete on April 21, 2020 and obtained final completion on August 5, 2020. 

Liquidated damages do not apply.  During construction, it was discovered several pipes had offset joints that had to be repaired before the lining could occur.  The County had to hire an outside contractor to replace the offset joints before the remainder of the pipes could be lined. The requested additional time includes the time allotted for the County to investigate all offset joints within the project scope and re-scheduling/mobilization of Miller Pipeline crews to complete the remainder of the work required by the contract.  Final inspections of the project for all work performed under the contract were conducted by representatives of the Public Works Construction Management Division.

 

Background/Explanation:

The purpose of the project was to rehabilitate aging gravity sewer pipes. Routine annual inspection of gravity sewer mains enables the Utilities Department to identify defects. This specific project rehabilitated approximately 32,000 linear feet of 8” to 12” gravity sewer mains serving mostly residential customers in the areas identified at Madeira Beach, Gulfport, southeast Lake Seminole and Lift Station 075 as listed in the attached location maps.  Award of bid to Miller was approved by the Board on April 10, 2018 for $1,220,075.00.
