Approval and execution by the County Administrator of Change Order No. 1 (final) with Florida Safety Contractors, Inc. for the Advanced Traffic Management System (ATMS) - Project, County Road (CR) 1 from State Road (SR) 60 to Alderman Road.

 

                     Project consists of installing fiber optic cable, closed circuit television (CCTV) cameras and dynamic message signs (DMS) on CR 1 from SR 60 to Alderman Road.

                     Agreement term is extended by two hundred forty-one (241) consecutive calendar days as part of this change order due to a conflict with a private utility.

                     Final construction completion occurred on September 30, 2019, with a cost reduction of ($94,901.06).

                     The Board of County Commissioners awarded this project on November 28, 2017.

 

Contract No. 167-0443-CP(PLU); PID No. 002156A; reducing the contract amount by ($94,901.06) for a revised total of $2,274,089.14 and extend the agreement term by two hundred forty-one (241) consecutive calendar days.

Summary:

Change Order No. 1 (final) decreases the Board of County Commissioners (Board) approved expenditure by ($94,901.06), accepts the contract as complete, and authorizes final payment.  The decrease in expenditure is due to unused contingency funding and the difference between estimated preliminary and final quantities used.  Substantial and final completion were achieved on September 30, 2019.  The agreement term is extended by 241 consecutive calendar days as part of this change order, due to a conflict between a private utility and the County’s fiber truck delaying the completion of the project.  Liquidated damages are not assessed.

 

Background/Explanation:

The Board awarded this project on November 28, 2017.   The project included installation of approximately ten (10) miles of fiber optic cable, three (3) DMS, and CCTV cameras installed at various locations to ensure visual coverage of the corridor, and other field equipment and materials identified and determined necessary for successful completion of the project.

 

Fiscal Impact:

Funding is derived from the Ninth Cent Local Option Gas Tax (50%) and grant funding from the Florida Department of Transportation (50%).

 

Delegated Authority:

Authority for the County Administrator to approve and execute this change order is granted under Code Section 2-62 (a)(3).
