Recommended Action

Approval of the funding agreement between Pinellas County and the Lealman Special Fire Control District toward construction of a new fire station to replace the current Fire Station 19. Provides funding of up to $3,600,000.00 on a reimbursement basis to construct a new fire station at 6785 46th Avenue North, St. Petersburg, Florida 33709.

 

                     The District shall be responsible for all aspects of land acquisition, design, construction, operation and future maintenance of the Fire Station facility. The County is solely providing funding support for the project.

                     The actual cost to the County shall not exceed the project cap of $3,600,000.00 without an amendment to this agreement subject to the approval of the Board of County Commissioners.

                     County Local Option Infrastructure Sales Surtax funds (“Penny for Pinellas”) will be utilized to provide funding assistance for the construction of the new fire station.

 

Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:

The District currently provides fire and emergency medical services (“EMS”) under contract with the County for the District’s area of unincorporated Pinellas County.

The District has presented to the County a need for a new fire station which is past its serviceable and safe useful life. The County has reviewed the District’s request and confirms the need for a new fire station to serve the Lealman area.

The District shall be responsible for all aspects of land acquisition, design, construction, operation and future maintenance of its fire station facility. The County is solely providing funding support on a reimbursement basis for the project. The new fire station will be located at 6785 46th Avenue North, St. Petersburg, Florida 33709.

The actual cost to the County shall not exceed the Project cap of $3,600,000.00 without an amendment to this Agreement subject to the approval of the Board of County Commissioners.

 

Fiscal Impact:

The County will provide funding of up to $3,600,000.00 on a reimbursement basis.

Disbursement of funds are budgeted in project 004186A in the FY21-26 Adopted Capital Improvement Plan as follows:

FY19-20 $   300,000.00

FY20-21 $2,300,000.00

FY21-22 $1,000,000.00

FY22-23 Contingency (any remaining balance re-budgeted up to the Project cap).

 

Should the District fail to construct and operate the fire station facility by September 30, 2024, the District shall return the original funding amount to the County. Should the District cease continuous operation of the fire station or a successor facility before January 1, 2034, the District shall return the original funding amount to the County.
