Approval and execution by the County Administrator of Change Order No. 1 (final) with All American Concrete, Inc. (All American) for the Ream Wilson-Pinellas Trail Improvements at Old Coachman Road project.

 

                     The purpose of this project included constructing a ten foot (10’) prefabricated pedestrian bridge over Alligator Creek.

                     Change Order No. 1 (final) decreases the contract by ($43,595.51) which is the difference between estimated and final quantities and the balance of unspecified work not used.

                     The Agreement term is extended by two hundred thirteen (213) consecutive calendar days in order to obtain final permit approval from the Southwest Florida Water Management District (SWFWMD) and the U.S. Army Corps of Engineers (Army Corps).

                     Award of bid to All American was approved by the Board of County Commissioners (Board) on June 4, 2019.

 

189-0197-CP(PLU); PID No. 002933A; decrease in the amount of ($43,595.51) for a final contract amount of $455,835.56.  Agreement term is increased by 213 consecutive calendar days.

Summary:

Change Order No. 1 (final) decreases the Board approved expenditure by ($43,595.51) and accepts the contract as complete.  The project was substantially complete on February 3, 2020 and obtained final completion on September 14, 2020.  Liquidated damages do not apply.  The agreement period extension per this change order is necessary for the time needed to complete modifications required by the engineer of record in order to obtain final permit approval from SWFWMD and Army Corps.  Final inspections of the project for all work under the contract were conducted by representatives of the Public Works Construction Management Division.

 

Background/Explanation:

The purpose of this project was to construct a 10’ prefabricated pedestrian bridge over Alligator Creek.  The shared multi-use path on both sides of the bridge have been realigned and reconstructed. Approximately four hundred (400) feet of sidewalk was reconstructed south of the bridge and approximately one hundred twenty-five (125) feet was reconstructed north of the bridge, providing a 10’ wide shared multi-use path with two (2) foot shoulders on each side.  Connectivity is provided to the existing Ream Wilson and Pinellas County/Duke Energy Trail segments at NE Coachman Road and Old Coachman Road intersection and will ultimately connect to the Duke Energy Trail.

Award of bid to All American was approved by the Board of County Commissioners (Board) on June 4, 2019 in the amount of $499,431.07.

Delegated Authority:
