Community Development Block Grant Specific Performance Agreement with High Point Community Pride, Inc. d/b/a High Point Neighborhood Family Center for operating expenses at the High Point Neighborhood Family Center.

 

Recommended Action:

Approval and execution by the County Administrator of the Specific Performance Agreement (Agreement) with High Point Community Pride, Inc. d/b/a High Point Neighborhood Family Center for operating expenses at the High Point Neighborhood Family Center (High Point NFC).

 

                     YMCA of the Suncoast ceased operations of the High Point Branch YMCA Recreation Center due to financial losses.

 

                     Contemporary Housing Alternatives of Florida, Inc. (CHAF) purchased the High Point Branch YMCA Recreation Center from YMCA of the Suncoast.

 

                     CHAF has entered into a lease agreement with High Point NFC to operate the recreation center to expand the youth and family services in the High Point neighborhood. 

 

                     This Agreement provides CDBG funding for costs associated with operating expenses including program delivery salaries, fringe benefits, supplies, and program materials for youth and family support programming at the High Point NFC, benefitting approximately 1,995 low- and moderate-income residents.

 

                     The High Point NFC is located in the locally designated High Point Target Area, a low- and moderate-income area.

 

                     The Agreement is effective for one (1) year, from October 1, 2020 to September 30, 2021 and is not to exceed $27,000.00 in CDBG funds.

Summary:

On July 21, 2020, through Resolution 20-69, the Board approved the County’s Annual Action Plan (Plan) for Fiscal Year 2020/2021 (FY21). One of the projects approved in the Plan is funding of the Target Area Community Enhancement Program in the amount of $15,000.00. The Program budget is being amended through this Agreement pursuant to the County Administrator’s delegated authority. The Target Area Community Enhancement Program (Program) will be used to fund activities that address community improvements, neighborhood deficiencies and neighborhood health and safety in designated target areas. To address neighborhood deficiencies, specifically the loss of youth and family support programs resulting from the closing of the High Point Branch YMCA, this Agreement will provide funding for operational support of a second location of the High Point NFC to provide services.

 

The High Point NFC requested $27,000.00 in funding through the Program. The additional funding will be provided using carryover funding from prior fiscal years resulting from the receipt of unanticipated program income or surplus funding from completed activities.

 

The Agreement is effective for one (1) year, from October 1, 2020 to September 30, 2021.

 

Background/Explanation:

In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into a Specific Performance Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.

 

Pinellas County received $2,519,210.00 in CDBG funding for FY21. Funding is to be used to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.

 

The CDBG Notice of Funding Availability (NOFA) and application cycle was advertised in the Tampa Bay Times, The Weekly Challenger, La Gaceta and Tre Magazine, posted on the Community Development website, and emailed to nonprofit agencies and local municipalities.

 

The competitive application process began on January 13, 2020, with applications being due February 14, 2020. Applications were reviewed for funding eligibility and scored by Community Development Division staff. Funding recommendations are based on staff ranking of eligible activities and eligible expenses. 

 

Fiscal Impact:

The total amount of funding for this agreement is not to exceed $27,000.00 during the term of the Agreement. Funding for this Agreement is included in the County’s FY21 Adopted Budget for CDBG funds.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a)(1).
