Approval of the notice of a grant award from the Health Resources and Service’s Administration (HRSA) Capital Assistance for Disaster Response & Recovery Efforts (CADRE) funding for the Health Care for the Homeless program.

 

                     HRSA’s Fiscal Year 2020 CADRE award provides federal funding to health centers to increase the capacity and capability to respond to and/or recover from future emergencies and/or disasters and support continuity of access to high quality primary care services for underserved and vulnerable populations.

                     Pinellas County was awarded $811,861.00 to increase the overall square footage of the Bayside Health Clinic by approximately 1,251 square feet adding exam rooms that will be equipped to handle isolation/negative pressure; and/or storage of personal protection equipment and hazardous material supplies. Current exam rooms will be renovated and utilized for supportive services (i.e. telehealth, HIV Navigator, behavioral health).

                     One-time funding for a project period of 36 months, from September 1, 2020 through August 31, 2023.

Summary:

Summary

HRSA awarded over $79 million in one-time construction and other capital support for 165 HRSA-funded health centers impacted by Hurricanes Florence and Michael, Typhoon Mangkhut, Super Typhoon Yutu, and wildfires and earthquakes occurring in calendar year 2018; and tornadoes and floods occurring in calendar year 2019. The Pinellas County Board of County Commissioners was identified by HRSA as an organization located in an area impacted by a disaster declared by the Federal Emergency Management Agency and is therefore eligible to apply for this funding under the 2018 Hurricane Michael Disaster Declaration EM-3405. The HCH Co-Applicant Board accepted the grant award on September 8, 2020.

Background Information:

The Department of Health in Pinellas identified the need to expand the footprint of the Bayside Health Clinic to increase the capacity and capability to respond to and/or recover from future emergencies and/or disasters and support continuity of access to high quality primary care services for underserved and vulnerable populations. The current clinic design is a 3,078 square foot, one-story, free-standing facility with exam rooms, dental office and office space for confidential counseling. This grant-funded project will add approximately 1,251 square feet addition/expansion to the clinic to include: space for additional exam rooms to incorporate negative pressure capabilities for the ability to isolate patients with airborne infectious diseases, a training room and additional storage capacity for the necessary personal protective equipment and hazmat supplies that are required for such emergency response circumstances. The negative pressure capabilities are necessary to prevent cross contamination of rooms throughout the clinic while providing space for the infectious individual to get the care they need. The existing exam rooms will be reconfigured to add space for additional social services and telehealth capabilities to accommodate virtual visits with clients to maintain their level of care when they are unable to meet with medical staff in person.

 

Fiscal Impact:

Total grant award is $811,861.00 in federal funds and no match is required. .

The grant agreement is for project 004563A Bayside Clinic Expansion in the Capital Improvement Program, Human Services function, with $607,500.00 grant funding included in the FY21-26 Capital Improvement Plan. The funding increase will be built into the project’s funding during the FY22 budget development process.
