Approval and execution by the County Administrator of the Fiscal Year (FY) 2021 Social Action Grant Funding Agreements with fourteen community agencies.
• Pinellas County Human Services administered a competitive, online grant application process for FY21 Social Action Grant Funding in accordance with the memorandum presented to the Board of County Commissioners (Board) in February 2020.
• The grant solicitation was posted on April 1, 2020, and a standard application form was used to promote effective review and scoring.
• On July 21, 2020, the Board approved fifteen community agencies for Social Action Grant Funding with programming in the areas of food/nutritional services, homeless prevention and supportive services, healthcare and human services for disadvantaged residents, supportive services for an aging population, and workforce development for disadvantaged residents. Fourteen are being sought for signature as negotiations continue with the final recommended recipient.
• Initial awards are for a one-year period. Performance outcomes have been negotiated with all agencies and will be reported no less than quarterly.
• An amount not to exceed $1,551,000.00 has been budgeted in the FY21 Tentative Budget within the Human Services General Fund appropriation. Individual awards range from $30,000.00 to $150,000.00.

Summary:
On July 21, 2020, the Board approved fifteen (15) community agencies for Social Action Grant Funding with programming in the areas of food/nutritional services, homeless prevention and supportive services, healthcare and human services for disadvantaged residents, supportive services for an aging population, and workforce development for disadvantaged residents. Fourteen (14) are being sought for signature in this item as negotiations continue with the final recommended recipient. A breakdown of the recommended awards is attached. The grant awards will be for a one-year (1) project period. One (1) additional one-year renewal may be awarded for some based upon an abbreviated, competitive renewal process, contingent upon satisfactory performance, funding availability, and Board approval.
Background/Explanation:
Social Action Grants are available to qualified non-profit social service organizations desiring to provide services to homeless and low income residents of Pinellas County to address their health, economic and social well-being. As presented to the Board in a memorandum dated February 12, 2020, Pinellas County Human Services administered a competitive, online application process for Social Action Funding through Neighborly Software. The grant solicitation was posted on April 1, 2020, and a standard application form was used to promote effective review and scoring. The County funding priorities for Social Action Grants are food/nutritional services, homeless prevention and supportive services, healthcare and human services for disadvantaged residents, supportive services for an aging population, and workforce development for disadvantaged residents. Organizations were eligible to apply for funding between $10,000 and $250,000.
Seventy-three (73) applications were received and fifteen (15) community agencies were recommended for funding through the Social Action Grant Program. A diverse review committee of community partners scored the applications and developed funding recommendations for consideration and approval by the Board.
Upon approval of the recommendations, Pinellas County Human Services worked with all of the agencies to develop performance outcomes and reporting guidelines.
Fiscal Impact:
Appropriation in the amount of $1,551,000.00 is consistent with the development of the FY21 Tentative Budget.
