Approval of the purchase authorization with Level 3 Telecom Holdings, LLC, as requested by the Business Technology Services (BTS) Department, for information technology equipment, software, and services.

 

                     This purchase authorization consolidates and replaces two prior contracts into one, bringing trunking services and enterprise wide internet services onto the same schedule, with the same terms, and providing administration of contract services under one agreement for a 5-year term.

                     Annual expenditures are not anticipated to increase with this agreement for existing services.

                     This purchase authorization is not an extension request, rather a replacement of the current agreement.

                     This purchase authorization provides Internet access and data connectivity services to more than sixty County locations in support of the Board of County Commissioners, all independent agencies and Constitutional Officers throughout the BTS Enterprise Network Services.

                     It also enables BTS to maintain continuous support to County service locations which include planned changes, implementation of existing services, location modifications and throttle backup services to the Spectrum/Bright House Network providing for redundant internet and data services critical to County operations in the event of a Spectrum service outage.

                     Pricing, terms and conditions of this purchase authorization request are per General Services Administration Contract No. GS-35F-0426R.

 

Contract No. 190-0330-G(SB) in an amount not to exceed $4,579,000 through March 17, 2025.  Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

This is a new agreement with Level 3 Telecom Holdings, LLC providing redundant internet and data services that are critical to County operations.  The redundancy is needed in the event of a Spectrum service outage.  This single agreement consolidates/replaces two existing agreements - one is for VOIP trunking services, and the other is for Enterprise-wide internet services.  This will reduce management of the services to one agreement, allowing BTS to maintain a mechanism of continuous support to existing services which include: plan changes, implementation of existing services, location modifications and backup services to the Spectrum / Bright House Network.

Background Information:

This purchase authorization consolidates and replaces two (2) prior contracts with Level 3 Telecom Holdings, LLC under General Services Administration (GSA) Contract No. GS-35F-0426R for VOIP trunking services with a 5-year total of $817,102.93, approved by the County Administrator on December 21, 2015, and contract with Level 3 Telecom Holdings, LLC. for Enterprise-wide internet services with a 5-year total of $2,500,000, approved by the BCC on July 21, 2015.

This Agreement allows the County to leverage cost savings through GSA’s economies of scale.

 

Fiscal Impact:

Sixty (60) month expenditure including contingency:                     $4,579,000.00

 

Estimated Average Annual Expenditure over 5 years:                     $   915,800.00

 

Funding is derived from the BTS Enterprise Infrastructure Operating budget.  Funds designated for this purpose are included in the BTS FY21 Adopted Budget.
