Approval of the agreement to terminate the Interlocal Agreement for Tampa Bay Advanced Manufacturing Industry Certification Training Centers (ICTC).

 

                     In July 2014, the Counties of Pinellas, Pasco and Hernando entered into an Interlocal Agreement for the Tampa Bay Advanced Manufacturing ICTC.

                     In July 2020, the ICTC Governing Board entered into an Agreement of Conveyance, Transfer and Assignment of Assets and Assumption of Obligations with AmSkills, Inc. (a newly-formed 501c3 organization that will continue the programs of the ICTC).

This Agreement to terminate the Interlocal Agreement for Tampa Bay Advanced Manufacturing Industry Certification Training Centers (hereinafter “Termination Agreement”) is made and entered into by and between Hernando County, a political subdivision of the State of Florida; Pasco County, a political subdivision of the State of Florida; and Pinellas County, a political subdivision of the State of Florida (hereinafter “Counties”).

Background Information:

The Pinellas Board of County Commissioners approved the concept of the Tampa Bay Advanced Manufacturing Skills Initiative at its April 15, 2014 meeting and approved funding not to exceed $400,000.00 at its June 24, 2014 meeting.  This initial funding was spread out over three fiscal years.

In July 2014, the Counties entered into an Interlocal Agreement for Tampa Bay Advanced Manufacturing Industry Certification Training Centers (hereinafter “ICTC Interlocal Agreement”), which created the ICTC Governing Board to manage the Tampa Bay Advanced Manufacturing Industry Certification Training Center program, which has since been renamed as “AmSkills.”

In January 2015, the Counties approved a First Amendment to the ICTC Interlocal Agreement, which amended the duties and responsibilities of the Advisory Boards and the manner in which the members of the Councils are appointed.

In FY18, the three partner counties each agreed to extend the funding. Pinellas reduced their funding to $175,000.00, while the other two partners remained at $200,000.00.

In FY19, the Pinellas Board of County Commissioners approved a decision package to provide $150,000.00 in FY19 and $50,000.00 in FY20 to enable the organization to transition to a private foundation.  The funding was contingent upon the results of the Amendment 1 referendum.

In July of 2020, the ICTC Governing Board entered into an Agreement of Conveyance, Transfer and Assignment of Assets and Assumption of Obligations with AmSkills, Inc., the not-for-profit corporation created by the ICTC Governing Board to support the AmSkills initiative, which transferred all of the ICTC Governing Board’s assets and obligations to AmSkills, Inc.

Because AmSkills, Inc. is now entirely responsible for managing the AmSkills initiative, and because the ICTC Governing Board no longer has any assets or obligations, there is no longer a need for the ICTC Governing Board to exist, and the Counties wish to  terminate the ICTC Interlocal Agreement.

 

Fiscal Impact:

There is no further financial impact to the County with the termination of the Agreement.  Appropriations for this agreement were not included in Economic Development’s FY21 budget request.
