Approval of the rejection of bid from Mechanical Services of Florida d/b/a Emcor Services on the basis of being non-responsive for not meeting specifications.

 

Approval of the award of bid to Kenyon & Partners, Inc. for the Chiller Replacement project at the St Pete-Clearwater International Airport (Airport).

 

                     This project consists of the replacement of an existing air cooled helical rotary water chiller at the Airport which has reached the end of its useful life.

                     Four responsive bids were received with award recommendation to the lowest responsive, responsible bidder, Kenyon & Partners, Inc. in the amount of $747,888.35.

                     All work will be completed within two hundred ten consecutive calendar days.

                     Funding is available in the Airport Revenue and Operating Fund for the project.

                     The Small Business Enterprise goal is 10% for this contract.

 

Contract No. 190-0324-CP(PLU); PID No. 004086A; in the amount of $747,888.35; all work will be completed with two hundred ten consecutive calendar days. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

This project consists of replacing an existing three hundred fifty (350) ton air cooled helical rotary water chiller at the Airport.  The existing chiller is eleven (11) years old, no longer under warranty, has reached its useful life expectancy and is not operating efficiently.  The Airport is experiencing failures and performing continuous extensive maintenance.

Background Information:

Replacing the existing chiller is essential to sustain established levels of service.  The chiller will renew Airport infrastructure, ensure the interior of the terminal building is kept mold and moisture free and will significantly reduce impacts to Airport customers.  Should the existing chiller fail, Airport employees and customers who occupy the terminal building will be negatively impacted.

 

Fiscal Impact:

Expenditure not to exceed: $747,888.35

 

Funding for this project is derived from the Airport Revenue and Operating Fund.
