Recommended Action

Approval and execution by the County Administrator of the First Amendment with United Healthcare Services, Inc. (UHC) for employee assistance and managed behavioral health programs.

 

                     The Agreement with UHC provides County employees and dependents with employee assistance and managed behavioral health benefits.

                     This Amndment revises the contract to delete the prior Exhibit A (Compensation for Services) and Exhibit B and replace with a revised fee schedule to reflect rate and service changes effective through December 31, 2021.

                     The adjustment in rates reflects a credit of $10,290.00 and annual savings of $9,246.00 by increasing the hours available to the County and providing flexibility of services.  Human Resources did not feel comfortable decreasing the contract value due to potential use during the current COVID contagion.

                     The Board of County Commissioners awarded this contract on November 12, 2019.

 

Contract No. 178-0395-P(LN) in an annual amount of $552,990.00 for a two (2) year total of $1,105,980.00 effective through December 31,2021.  The First Amendment does not change the total contract value. are ample funds available on this contract...Body

Summary:

The purpose of this First Amendment is to delete Exhibit A, (Compensation for Services) in its entirety and replace with a revised fee and services schedule.  Section A, EAP Services in the original fee schedule contained an on-site EAP Specialist lump sum monthly fee.  The revised rates include a variable bank of hours (per employee, per month) which can be used for on-site services including training, critical incident, management development, etc.  Utilizing the bank of hourly rates increases the hours available to the County and provides flexibility of services.  Due to the recent Covid-19 pandemic, the adjustment in rates reflects a $10,290.00 credit due the County for on-site EAP specialists and critical incident response services.

Section B, Behavioral Health Services monthly fee will decrease by $0.23 per employee per month realizing an annual savings to the County of $9,246.00. 

 

Background/Explanation:

The Board of County Commissioners approved the original agreement on November 12, 2019 for a total amount of $1,105,980.00 with an effective date of January 1, 2020.

 

Fiscal Impact:

The First Amendment does not change the total not to exceed contract value.

 

Total Two (2) Year Expenditure not to exceed:          $1,105,980.00

Total Estimated Annual Expenditure not to exceed:   $   552,990.00

 

Funds are derived from the Human Resources Department Employee Benefits Fund.

 

Delegated Authority:

Authority for the County Administrator to approve and execute this First Amendment is granted under Code Section 2-188(a).
